He looked like a buffoon laughing at pink elephants while the interviewer was asking serious questions. Without his teleprompter, he's worse than Biden. But at least Biden is unintentionally (and sometimes intentionally) funny. Obama doesn't know what is and isn't funny, he was laughing at his own discomfort or something. It was really, really weird.
