		<description>Not only is it a stupid statement, but the facts don&#039;t support any of this nonsense in terms of funding.  The NIH budget in 1995 was 11 billion.  In a decade it was up to 28 billion, and that was with a Republican Congress.  In addition to that you have Bush&#039;s global AIDs work.  

I never would have thought anyone would accused Bush of not spending money.</description>
