    • Jeb Bush’s False-Flag Operation – Jeb Bush generated quite a bit of publicity for his new book yesterday by suggesting that amnestied illegal immigrants should not be eligible for citizenship. Instead, he’s suggesting they be given some kind of permanent status that would provide them work cards, Social Security numbers, driver’s licenses, and the right to travel abroad and return, but not allow for eventual naturalization — in effect, a kind of permanent guestworker program or a green-card-lite, rather than an actual green card. This is consistent with suggestions from other pro-amnesty Republicans, including Senator Rubio and a group of House members working up an amnesty deal.Unfortunately, it’s a trick.

    • Romney’s final share of the vote? You guessed it: 47 percent.– Call it irony or call it coincidence: Mitt Romney’s share of the popular vote in the 2012 presidential race is very likely to be 47 percent.Romney’s campaign, of course, was doomed in large part by comments made on a hidden camera in which he suggested that 47 percent of the country was so reliant on government services that those people would never vote for him.The words ’47 percent’ came to define what was already evident: that Romney struggled to connect with lower- and middle-income voters and with groups such as Latinos. And in the end, it looks like 47 percent also just happens to be the share of the vote that Romney will get.
    • Hillary Clinton’s 2016 run is not inevitable – If I had to bet, I’d bet that she decides to run, if only because she will feel that destiny and circumstance have put her in the right place at the right time. She may feel that she owes it to young women and those who supported her to finish the marathon of American politics. But she might well decide that her legacy is secure, her popularity is intact, her financial prospects are bright, and her future lies with advocacy from the outside and grand-mothering.

Fire Ames! – The Iowa straw poll is good for little– Iowa governor Terry Branstad, a Republican, has suggested that the days of the Ames straw poll — the Midwest summer spectacle that takes the temperature of an idiosyncratic slice of the Republican party months before the first binding primaries — might be numbered.“I think the straw poll has outlived its usefulness,” Branstad told the Wall Street Journal. “It has been a great fundraiser for the party, but I think its days are over.” Though Branstad will not ultimately decide whether the poll returns in 2015 — that decision is up to the state’s party and the candidates, among others — we hope that he’s prescient. Ames does more damage than justice to the nominating process, and ensures that the country’s first view of the Grand Old Party’s latest presidential crop is through a distorted lens.

    • Our Enemy, the Payroll Tax – The payroll tax holiday that passed Congress in the winter of 2010 was a rare exception to this pessimistic rule. Cutting the payroll tax was good short-term politics for both Democrats and Republicans: it was a tax cut that liberals hoped would double as stimulus, and a boost to the middle class that conservatives could support without embracing new federal spending. But more important, it opened the door to what would be good long-term policy as well — because more than almost any feature of the American tax code, the payroll tax deserves to be pared away into extinction.

Chris Christie (R) will run for reelection in 2013, a top political adviser has confirmed to The Fix.Christie political adviser Mike DuHaime said the Republican incumbent filed paperwork earlier Monday to run for a second term. The governor’s decision is not a surprise, though until now, he had not officially said whether or not he would pursue a second term.Christie’s decision was first reported by the AP.Christie, who unseated Democrat Jon Corzine in 2009, is one of the most recognizable faces in the Republican Party. The outspoken governor has been oft-mentioned as a possible 2016 presidential candidate and was reportedly on Mitt Romney’s vice presidential running mate short list earlier this year. Christie was recently tapped to lead the Republican Governors Association in 2014, ramping up speculation that he would run for reelection.

The secretary of state is California’s chief election officer and oversees the state’s campaign disclosure database, maintaining records of all lobbying and election spending in the Golden State.
    • Plunge over fiscal cliff could turn California’s ray of economic sunshine into gloom– The ray of sunshine on the Golden State’s slowly recovering economy could turn to gloom if Congress and President Barack Obama are unable to avert the so-called fiscal cliff, and taxpayers could end up paying the price.Unless a deal is struck, the state’s first projected budget surpluses in a decade could vanish into an $11 billion deficit triggered by a national recession, the state’s nonpartisan Legislative Analyst’s Office said in its annual fiscal outlook.Like states around the country, California would be forced to contend with across-the-board federal tax rate hikes and massive spending cuts, dampening the state’s economic rebound.

    • The Democratic Party’s Problem with White Folks– Demographics cuts both ways. While numerous commentators have skewered Republicans for alienating Latino and other minority voters in 2012, and the GOP is paying a huge price for it, there is another important demographic story: the collapse of the Democratic Party among white voters throughout America’s heartland. That collapse cost Democrats control of the House of Representatives this cycle.President Obama’s Electoral Vote landslide and the surprising surge for Democrats in the Senate were not replicated in the House. While Democrats made modest gains, they fell well short of reversing their 2010 losses that gave Republicans control of the House. If anything, the 2012 results suggest Republicans now have a lock on the House of Representatives.

    • Sen. Bob Corker: A plan to dodge the ‘fiscal cliff’ – The Sell Out Begins – I have shared with House and Senate leaders as well as the White House a 242-page bill that, along with other agreed-upon cuts that are to be enacted, would produce $4.5 trillion in fiscal reforms and replace sequestration. While I know this bill can be improved, it shows clearly that we can do what is necessary, today, with relatively simple legislation. The proposal includes pro-growth federal tax reform, which generates more static revenue — mostly from very high-income Americans — by capping federal deductions at $50,000 without raising tax rates. It mandates common-sense reforms to the federal workforce, which will help bring its compensation in line with private-sector benefits, and implements a chained consumer price index across the government, a more accurate indicator of inflation. It also includes comprehensive Medicare reform that keeps in place fee-for-service Medicare without capping growth, competing side by side with private options that seniors can choose instead if they wish. Coupled with gradual age increases within Medicare and Social Security; the introduction of means testing; increasing premiums ever so slightly for those making more than $50,000 a year in retirement; and ending a massive “bed tax” gimmick the states use in Medicaid to bilk the federal government of billions, this reform would put our country on firmer financial footing and begin to vanquish our long-term deficit.
    • Charles Murray: Why aren’t Asians Republicans?– Further, there are reasons for Asian Americans not to like Democrats. Asians who became successful because everyone in the family worked two or three jobs (a common strategy behind Asian success) are likely to be offended by the liberal “You didn’t build that” mentality. Unlike every other minority group, Asians owe nothing to the Democrats for affirmative action. On the contrary, Asians are penalized by affirmative action, especially in the universities, where discrimination against Asian applicants (relative to their superb academic qualifications) has been documented in the technical literature.And yet something has happened to define conservatism in the minds of Asians as deeply unattractive, despite all the reasons that should naturally lead them to vote for a party that is identified with liberty, opportunity to get ahead, and economic growth. I propose that the explanation is simple. Those are not the themes that define the Republican Party in the public mind. Republicans are seen by Asians—as they are by Latinos, blacks, and some large proportion of whites—as the party of Bible-thumping, anti-gay, anti-abortion creationists. Factually, that’s ludicrously inaccurate. In the public mind, except among Republicans, that image is taken for reality.

    • The Forgotten History of Ryan’s Medicare Reform– There was a small but instructive moment in 2010, the summer after the passage of the Affordable Care Act, that shows why Paul Ryan is so unusual for Washington.A panel at the American Enterprise Institute featured Richard Foster, the Medicare actuary who estimates that ObamaCare’s $716 billion in Medicare cuts will cause one of six hospitals to become unprofitable. In the audience was Chip Kahn, the president of a for-profit hospital trade group that lobbied for ObamaCare, who stood up to defend the bargain his industry cut in return for 30 million new subsidized customers.Mr. Foster noted that the cuts, which come via a technical change to Medicare payment rates, apply in perpetuity.       This kind of short-range thinking—and intellectual exhaustion—dominates both parties and their many clients in Washington, in health care especially.Mr. Ryan’s political character has always been different. He saw before anyone else that one era of government was inexorably ending, and that if we want things to stay as they are, things will have to change.

    • Treasury: U.S. to lose $25 billion on auto bailout– The Treasury Department says in a new report the government expects to lose more than $25 billion on the $85 billion auto bailout. That’s 15 percent higher than its previous forecast.In a monthly report sent to Congress on Friday, the Obama administration boosted its forecast of expected losses by more than $3.3 billion to almost $25.1 billion, up from $21.7 billion in the last quarterly update.The report may still underestimate the losses. The report covers predicted losses through May 31, when GM’s stock price was $22.20 a share.On Monday, GM stock fell $0.07, or 0.3 percent, to $20.47. At that price, the government would lose another $850 million on its GM bailout.

      The government still holds 500 million shares of GM stock and needs to sell them for about $53 each to recover its entire $49.5 billion bailout. At the current price, the Treasury would lose more than $16 billion on its GM bailout.

      The steep decline in GM’s stock price has indefinitely delayed the Treasury’s sale of its remaining 26 percent stake in GM. No sale will take place before the November election.

    • Hey Paul Ryan haters, your congressional insider trader suspect actually is Sheldon Whitehouse– Paul Ryan falsely was accused today by left-wing bloggers, most notably Matthew Yglesias (formerly of Think Progress now of Slate), of insider trading based on confidential information provided by the Treasury Secretary to Congress on September 18, 2008.That day, Ryan traded Citigroup stock.The accusation fell apart when someone noticed that the congressional meeting was in the evening of September 18, after the markets closed and Ryan already had completed his trades.  Yglesias issued a retraction, and even New York Magazine defended Ryan on the charge of insider trading (which at the time would have been legal for members of Congress).If Yglesias and the rest of the left-blogosphere want to chase someone for insider trading based solely on the timing of trades around the September 18 congressional briefing, then they need look no further than their hero Sheldon Whitehouse (D-RI), as I detailed on November 19, 2011, Sheldon Whitehouse, luckiest investor in America?

Paul Ryan is a senior citizen’s worst nightmare, but retirees seem to have no problem writing him checks.One of the most prolific fundraisers in Congress, Ryan has drawn nearly $400,000 from retirees this election cycle, dramatically outperforming most House lawmakers, according to data collected by the Center for Responsive Politics.The seven-term Wisconsin Congressman and House Budget chairman has come under fire for the controversial budget proposal he released last year that called for dramatically reshaping Medicare and repealing President Barack Obama’s health care law. The plan would transition Medicare into a voucher-like system by 2022 and strike the 2010 health care law – two ideas that Democrats say would be devastating for older Americans.Just about 13 percent of residents of Ryan’s district, which blends the wealthy Milwaukee suburbs with some of the state’s largest industrial areas, are 65 years or older, ranking 203rd out of the 437 districts, including Washington, D.C., and Puerto Rico, according to 2010 census data.

      By comparison, Rep. Vern Buchanan (R-Fla.), who represents more people over age 65 than any another Member of Congress, according to 2010 census figures, has raised just $113,000 from retirees so far this cycle.

There is the question of fairness, a benefit not available to all citizens, and of taxpayer risk if long-term investment earnings are below the forecast.The golden handshake, with employers presumably paying the cost, has the same investment risk and often is offered only to higher-paid employees. The CalPERS version also gets competition from a private firm, Public Agency Retirement Services.

      Air time and the golden handshake were linked in a bill veto message in 2003 by former Gov. Gray Davis, who signed a major state worker pension increase, SB 400 in 1999, criticized for triggering unsustainable pension increases throughout the state.

    • Irish Pull Teeth as Europe Crisis Means Dental Cutbacks– Pedro Ruiz of Madrid, a 29-year-old unemployed plumber, has been putting off dental surgery to fix his crooked teeth.“I don’t want to spend in one visit to a dentist what it takes me 10 days to earn,” said Ruiz.In the midst of Europe’s worst financial crisis in a generation, countless other patients are making similar decisions across the continent, doing without everything from checkups to tooth implants as unemployment has surged and governments have reined in health spending. Many are putting their health at risk.Though no hard Europe-wide data on dental spending exists, the cutbacks by governments and individuals mean oral cancers and other illnesses won’t be spotted earlier, when they’re more easily treatable, said Kamini Shah, honorary secretary at the British Association for the Study of Community Dentistry.

      “The mouth is a mirror to the rest of the body,” said Shah.

      The effects of the financial crisis on dental care are also evident for companies that supply equipment. Shares of the world’s biggest makers of dental implants, Nobel Biocare Holding AG (NOBN) and Straumann Holding AG (STMN), have plunged 90 percent and 67 percent, respectively, from their peaks in 2007.

      Declining sales in Europe is “the new normal,” said Ingeborg Oie, an analyst with Jefferies International Ltd.

      “If Europe continues to plod along this trajectory then we’re not going to be out of this for a few years,” she said.
      Cheaper Dentures

      In Spain, which has the highest unemployment rate among countries using the euro at 24.8 percent, patients are choosing cheaper, removable dentures costing a few hundred euros instead of permanent implants that can cost thousands of euros, Manuel “Alfonso” Villa, president of the Spanish Dental Association said in a telephone interview from his clinic in Gijon, northern Spain.

      “People are very scared about spending,” he said. “We’ve noticed a significant slowdown since 2009, but 2011 and this year have been disastrous.” Patients are delaying procedures “unless it hurts too much,” he said.

      Ruiz, the Spanish plumber, earned 2,500 euros ($3,070) a month before losing his job in January. He just finished a temporary job that paid him 1,200 euros and decided to bank it rather than spend it on his teeth because “it’s not a life-or- death matter.”

    • Arpaio calls Congress to move on Obama eligibility– At the conclusion of a press conference led by Cold Case Posse chief investigator Michael Zullo that detailed the reasons the long-form birth certificate of President Barack Obama is a forgery, Maricopa County Sheriff Joe Arpaio said it’s time for a higher authority to investigate the issue.Mr. Arpaio said he would like Congress … “someone” … to look at the material his investigative team had gathered. As he had told WND earlier: “Although I am having a difficult time deciding who to forward this information to given the fact that the obvious choices report directly to the president, I cannot stand by and hold on to information that threatens to weaken national security.”The press conference held Tuesday clarified some of the issues discussed in an earlier press conference held in Phoenix on March 1, at which the Cold Case Posse presented its initial findings of a six-month-long investigation into the authenticity of President Barack Obama’s birth certificate. “I cannot in good faith report to you that these documents are authentic,” Mr. Arpaio said at the time.
    • Arpaio: Obama birth record ‘definitely fraudulent’– Investigators for an Arizona sheriff’s volunteer posse have declared that President Barack Obama’s birth certificate is definitely fraudulent.Members of Maricopa County Sheriff Joe Arpaio’s posse said in March that there was probable cause that Obama’s long-form birth certificate released by the White House in April 2011 was a computer-generated forgery.Now, Arpaio says investigators are positive it’s fraudulent.Mike Zullo, the posse’s chief investigator, said numeric codes on certain parts of the birth certificate indicate that those parts weren’t filled out, yet those sections asking for the race of Obama’s father and his field of work or study were completed.

      Zullo said investigators previously didn’t know the meaning of codes but they were explained by a 95-year-old former state worker who signed the president’s birth certificate. Zullo said a writer who published a book about Obama’s birth certificate and was aiding investigators let them listen in on an interview he conducted of the former state worker.

      The Obama campaign declined to comment on Arpaio’s allegations.

Its work requirement — the central feature of the legislation — has been diluted beyond recognition by the bureaucrats at the Department of Health and Human Services.On Thursday of last week, HHS issued regulations that modified — gutted — the work requirement. Its new regulations allow the states to substitute education programs for work to get welfare benefits. The regs say that “vocational educational training or job search/readiness programs count as well” in meeting the basic condition that recipients work in order to receive welfare benefits.

    • Obama campaign: New York Times poll is ‘biased’– Obama campaign deputy manager Stephanie Cutter dismissed today’s CBS/New York Times poll showing that 67 percent of people believed Obama made his decision on gay marriage for political reasons. Only 24 percent said that Obama did it “mostly because he thinks it is right.”Host Chuck Todd asked Cutter about the poll, admitting that the methodology of the poll was different, because it was a callback poll. “Put those caveats aside thats a lot of people saying that he did this for political reasons,” Todd said, noting that it was a 3-1 margin.”We can’t put the methodology of that poll aside, because the methodology was significantly biased.” Cutter insisted on MSNBC this morning.
    • Cell Phone Ban Keeps Obama Fundraisers Secret – In the latest attempt to crack down on potentially embarrassing digital leaks from presidential fundraisers, President Barack Obama’s campaign has begun asking donors attending small fundraisers with the president to turn over their cell phones before entering.
      Pool reporter David Nakamura of the Washington Post reported that at a $35,800 a head fundraiser at the home of Blackstone COO Hamilton “Tony” James in New York City Monday night, the 60 attendees were asked to place their phones in plastic bags by the door.
      An Obama aide called the move it “standard operating procedure,” but veterans of a range of other campaigns said they’d never heard of the practice, which is common in secure White House spaces where there are concerns of espionage, but unknown in contexts in which only political secrets are discussed. The new prevalence of sophisticated audio and recording capacities in mobile devices owned by virtually anyone wealthy enough to write a check to a political campaign, however, has put a new pressure on campaigns concerned with staying on a public message.
      The fundraising sessions are one of the last vestige of privacy for the president outside of the White House, and a rare opportunity for top donors to hear relatively unscripted remarks by the most powerful man in the world, and to ask him questions. Obama’s prepared remarks at the events are open press and covered by a small group of reporters, but the “press pool” is escorted out of the room before the Q&A period.
    • Brace, brace. Dark times ahead as Greece heads for the exit – Mistakenly, they have convinced themselves that it won’t much matter if Greece leaves, and indeed that it might even help resolve the wider crisis to get rid of this persistent thorn in the flesh.
      Bring it on, they mutter callously; it will be a lot worse for them than for us. On one level, this is just bravado. It’s an attempt to put as nonchalant a face as possible on the now apparently inevitable. But they also seem to believe in their validity of their own analysis – that they have indeed used the past two years well, and are now fully prepared for a Greek exit.
      Believe it if you will. The ineptitude to date of the eurozone’s crisis response strongly suggests a different conclusion – both that the likely contagion from an exit has been hugely underestimated, and that by prompting a wider breakup, thereby tipping Europe into depression, it may end up as bad for everyone else as it is for Greece.
      The Greek problem has been consistently misdiagnosed and mismanaged right from the start. First there was the suggestion a year ago from Angela Merkel and Nicolas Sarkozy that if Greece didn’t buckle under and agree austerity it might be chucked out. Markets reacted logically by selling bonds in any country that looked vulnerable, thereby making it much harder for all periphery governments to fund themselves.
    • Jerry Brown vs. Chris Christie– In his January 2011 inaugural address, California Gov. Jerry Brown declared it a “time to honestly assess our financial condition and make the tough choices.” Plainly the choices weren’t tough enough: Mr. Brown has just announced that he faces a state budget deficit of $16 billion—nearly twice the $9.2 billion he predicted in January. In Sacramento Monday, he coupled a new round of spending cuts with a call for some hefty new tax hikes.In his own inaugural address back in January 2010, New Jersey Gov. Chris Christie also spoke of making tough choices for the people of his state. For his first full budget, Mr. Christie faced a deficit of $10.7 billion—one-third of projected revenues. Not only did Mr. Christie close that deficit without raising taxes, he is now plumping for a 10% across-the-board tax cut.
    • One by One, Obama Targets ’08 Coalition for Boost– President Obama is attempting to shore up the 2008 coalition that helped him achieve a decisive victory over John McCain, but he is doing so in a more piecemeal way this time around.As an incumbent, Obama’s method is to target various constituencies — albeit ones that supported him four years ago — and make the sale with this argument: On the issues they care most about, he has advanced specific policies to help them, programs opposed by the Republican Party and its presumptive nominee, Mitt Romney.

    • The Left Is Getting Clobbered on Twitter– We are in the early stages of the 2012 campaign season, with a lot of battlespace preparation going on. In the skirmishing so far, one perhaps surprising media advantage has become clear: the right is clobbering the left on Twitter.Maybe it’s because Twitter puts a premium on brevity and cleverness. I don’t know. But for some reason, it seems to be a natural medium for conservatives. We saw it when the Hilary Rosen interview (“Ann Romney never worked a day in her life”) prompted a Twitterstorm. We saw it again when #ObamaEatsDogs exploded, and when #Julia blew up in the White House’s face like an exploding cigar. Currently, the White House is promoting #AskMichelle, where loyal Democrats can go to ask the First Lady a question. Only nearly all of the questions have come from conservatives.

    • Wave of violence in Germany over party’s use of anti-Muslim cartoons– GERMANY is beginning to regret its decision to allow a far-right political party to display anti-Muslim cartoons near mosques as part of an electioneering campaign.Spikes in violence at recent gatherings – including a major riot on Saturday that left two police officers seriously injured with stab wounds – have triggered fears of more bloodshed.Courts in Germany took the view that cartoon images of the Prophet Mohammed and Allah – both outlawed under Islam – were acceptable in a country where freedom of expression is enshrined in the constitution. But with resistance growing to the tactics of the radical Pro NRW party, Germany is looking to defuse tensions.More than 100 people were arrested at the protest in Bonn on Saturday where the police officers were stabbed in the legs; a further 27 officers were injured. One man has been charged with trying to incite the deaths of three policemen among the crowd of 600 Salafist Muslim demonstrators outside the King Fahd Academy in Bonn.The far-right Pro NRW party has said it intends to send activists to 25 mosques in the run-up to the state election in North Rhine-Westphalia on 13 May, staging protests in Cologne, Bonn, Düsseldorf, Aachen, Wuppertal and Solingen.
    • Roots of Lugar’s Defeat Began Back Home – The tea party, an unsteady movement that was beginning to resemble a wayward ship in 2012, found its north star in Indiana on Tuesday night.
      State Treasurer Richard Mourdock defeated six-term Sen. Richard Lugar in the Republican primary, a victory owing to the incumbent’s inept campaign, the outside groups that lashed him on the air, and a story about his out-of-state residency that would not go away. But well before those issues got a foothold, a grassroots-driven, local movement to unseat Lugar was well under way.
      Sixteen months ago, a collection of tea party organizers met in the city of Tipton. Their goal was to address flaws in the movement that were exposed in 2010, when infighting and competing agendas largely driven by national groups and consultants hindered its ability to make lasting gains. What resulted was “Hoosiers for a Conservative Senate,” a network of 60 tea party groups dedicated to retiring Lugar.
      “We didn’t have the unity [in 2010]. Once we built the foundation of unity, we went out and educated people about Lugar’s voting record,” said Monica Boyer, one of the group’s cofounders.
      The group endorsed Mourdock after a September straw poll showed that he was the preferred choice of conservative activists. National groups like the Tea Party Express that in 2010 were responsible for the rise of Christine O’Donnell in Delaware and Joe Miller in Alaska had yet to enter fray in a major way. The national group FreedomWorks had met with Boyer’s organization, but it didn’t jump in with full force until Mourdock emerged as the consensus candidate.

    • Will gay marriage haunt Obama in November?– Gay marriage is in the news — because Vice President Joe Biden put it there. He let the genie out of the bottle and got ahead of his boss on an issue the president has been trying to straddle for the last year and a half.President Obama’s coalition — minority voters and young voters — have very different views about gay marriage, evidenced in 2008 in California, when young voters came out to oppose an amendment that would ban gay marriage, while African Americans supported it.And then there’s the money, according to the Washington Post, one in six bundlers — the people who raise the big bucks for the Obama campaign — is gay. They are still raising money for a man who continues to twist himself into a pretzel over gay marriage, and whose White House still can’t figure out how to message it. Why? Because they believe wholeheartedly that he actually supports gay marriage, and if re-elected he will come out in full support of it and flip his position.

    A Barred Owl is shown near Mount Vernon, Va. To save the endangered spotted owl, the Obama administration is moving forward with a plan to shoot barred owls, a rival bird that has shoved its smaller cousin aside. The plan is the latest government attempt to protect the northern spotted owl, the meek, one-pound bird that sparked an epic battle over logging in the Pacific Northwest two decades ago.

    • Rules Chairman Dreier announces retirement after 16 House terms – House Rules Committee Chairman David Dreier (R-Calif.) on Wednesday morning announced from the House floor that he would not seek reelection this year.

      “We all know that this institution has an abysmally low approval rating, and the American people are asking for change in Congress, and so I’m announcing today that I will leave the Congress at the end of this year,” the 16-term member joked.

    • Students, police clash in Spanish city Barcelona – Spanish students angry over austerity measures have clashed with police in Barcelona and set fire to garbage containers.

      Police said officers in riot gear charged against a crowd of students outside the stock market in Spain’s second largest city in the country’s northeast and made an unspecified number of arrests. They had broken away from a larger rally of thousands of striking students.

      The fire set to the containers spread to a car and protesters smashed a bank window.

      Some later made their way toward the University of Barcelona and took refuge in a plaza inside the campus.

    • Catholic school fires gay teacher planning wedding – The Rev. Bill Kempf, St. Ann’s pastor, said in an emailed statement that the parish was “recently informed by one of its teachers of his plan to unite in marriage with an individual of the same sex. With full respect of this individual’s basic human dignity, this same-sex union opposes Roman Catholic teaching as it cannot realize the full potential a marital relationship is meant to express. As a violation of the Christian Witness Statement that all Catholic educators in the Archdiocese of St. Louis are obliged to uphold, we relieved this teacher of his duties.”

      The Christian Witness Statement, which educators sign when applying for Archdiocese work, says all who serve in Catholic education should, among other requirements, “not take a public position contrary to the Catholic Church” and “demonstrate a public life consistent with the teachings of the Catholic Church.”

      The Roman Catholic Church does not condemn homosexuals who remain “chaste,” but it takes a strong stance against same-sex marriage and homosexual acts.

      Robin said his partner did, indeed, sign a witness statement. “We just didn’t realize we were making a ‘public’ stand,” Robin said. “There’s nothing that’s been hidden about our relationship at any point. I go to the staff parties. I show up at the school concerts. … It doesn’t matter until somebody with the Archdiocese is sitting in the room.”

    • Romney Camp Will Haunt Santorum With Robocall Story – Mitt Romney’s campaign will spend the next two weeks reminding Republicans around the country of Rick Santorum’s last-minute attempt to convince Democrats to vote for him her ein Michigan, a Romney aide said Tuesday night.
      “It’s a major issue. [Santorum is] trying to pass himself off as the true conservative in the race, but he’s supporting the liberal Democrat line against Governor Romney,” said Ryan Williams, a spokesman for the Romney campaign.
      He added of Santorum’s efforts to find Democratic help in the state’s open primary: “This isn’t going anywhere.”
      A campaign aide said Romney may even work Santorum’s courting of Democrats into Romney’s stump speech going forward.
    • Worried Dems pressing Obama on gas prices – Congressional Democrats are ramping up pressure on President Obama to tap the Strategic Petroleum Reserve (SPR) to prevent rising gas prices from threatening the economy and their election-year prospects.

      They are growing anxious that the price of fuel could reverse their political fortunes, which had been improving due to signs of growth in the economy.

      Republicans have hammered Democrats on the price spike, repeatedly noting that gas prices — now at $3.72 per gallon for regular — have doubled since Obama won the White House.

      The sound you hear is the loud sigh of relief from the Romney campaign. A great deal was on the line in the oddest of places — the state of his birth, the state where his dad served as governor, the state he won against John McCain four years ago. A few months ago, no one could have imagined Mitt Romney being hard-pressed in Michigan, and yet it happened.

      Rick Santorum may have lost by a few points, but he scored a moral victory by making Romney work for the Wolverine State. This was a real contest that Santorum might have won had Romney not put the pedal to the metal. After all, based on pre-primary surveys and exit polling, Santorum won the actual Election Day vote, suggesting both that Romney’s superior organization delivered for him again in absentee balloting but also that among the party faithful who simply showed up on Election Day, Romney continues to have considerable problems.

    • 53% of Self-Identified Democrats Voted for Santorum – CBS News’ Exit Poll finds that 9 percent of respondents identified themselves as Democrats. Among that group, 3 percent voted for New Gingrich, 17 percent each for Ron Paul and Mitt Romney, and 53 percent for Rick Santorum.

    • Maine Sen. Olympia Snowe to retire in blow to GOP – In announcing her plans, Snowe, 65, emphasized that she is in good health and was prepared for the campaign ahead. But she said she was swayed by the increasing polarization in Washington.

      “Unfortunately, I do not realistically expect the partisanship of recent years in the Senate to change over the short term,” Snowe said in a statement. “So at this stage of my tenure in public service, I have concluded that I am not prepared to commit myself to an additional six years in the Senate, which is what a fourth term would entail.”

      Snowe’s retirement represents a major setback for the GOP’s efforts to regain a majority in the Senate. As a moderate Republican, she may be the party’s only hope to hold a seat in the strongly blue state.

      Republicans did get some traction in the state in 2010, including electing Republican Paul LePage as governor.

      But in a more neutral political environment, and in a federal race, Democrats will be heavy favorites to steal this seat from Republicans — their best pickup opportunity in the country, for sure.

    • President Obama Suggests Romney Shoveling ‘A Load of You-Know-What’ – As Michigan Republicans headed to the polls Tuesday morning, President Obama delivered an aggressive defense of the bailout of the auto industry and his presidency in general, harshly criticizing GOP frontrunner Mitt Romney – though he never mentioned him by name.

      “I’ve got to admit, it’s been funny to watch some of these folks completely try to rewrite history now that you’re back on your feet,” the president said to a raucous crowd at the United Auto Workers Convention. “The same folks who said if we went forward with our plan to rescue Detroit, ‘you can kiss the American automotive industry goodbye.’”

    • Reid blasts Romney on Senate floor – There’s no mistake who Harry Reid’s political target is as Republican voters head to the polls today in Arizona and Michigan.

      On Monday, the Senate majority leader held a conference call blasting GOP presidential hopeful Mitt Romney for touting endorsements from immigration “extremists” like Arizona Gov. Jan Brewer and Kansas Secretary of State Kris Kobach. And on the Senate floor Tuesday, Reid attacked Romney’s opposition to President Barack Obama’s bailouts that many credit for saving the Detroit auto industry.

      “I’m sorry to say that life support system that the Detroit auto industry was surviving on, Republicans wanted to pull the plug. One man who is now seeking the Republican nomination for president of the United States said, ‘We should kiss the automobile industry goodbye,’” Reid said, without naming Romney.

      “He called the death of American auto manufacturers ‘virtually guaranteed,’ another direct quote. And so he argued we should just let Detroit go bankrupt,” he added. “But he wasn’t alone. Republicans in this chamber agreed, many of them agreed, Democrats weren’t willing to give up on American manufacturing” and manufacturing jobs.

    • The Michigan primary: Five counties to watch – Voters in Michigan head to the polls today, carrying the fate of former Massachusetts governor Mitt Romney’s presidential bid in their hands. Win Michigan and, as expected, Arizona, and Romney almost certainly reasserts himself as the clear frontrunner in the Republican race. Lose Michigan and the calls for Romney to reconsider his candidacy will begins. It’s that simple.
    • Low Michigan turnout blamed on little interest, ballot confusion – Turn-out in today’s presidential primary election looks to be about the same or less than it was four years ago, according to a sampling of clerks in key precincts the Free Press is using to analyze the vote.

      “The absentee voter ballot requests are pretty much the same as last time,” said Farmington Hills City Clerk Pam Smith. “We’re right on par with that and we’re planning for that kind of turnout.”

      Smith said there were no reported problems at precincts this morning and she expected to get updates later in the day on how many people voted in person.

    • Rand Paul Says ‘It Would Be An Honor’ if Romney Asked Him to Be VP – Kentucky’s junior senator says it would be an honor to be considered as a possible running mate for Republican presidential candidate Mitt Romney.

      Senator Rand Paul first discussed his higher aspirations at the beginning of this year. He said he wouldn’t close the door on being a Vice Presidential candidate. After a speech in Louisville today, Paul held that door firmly open, saying he wants to be part of the national debate.

      Paul’s name has swirled as a possible pick that would give Romney points with the Tea Party. When asked directly what he would say if Romney made the offer, Paul tried to punt.

      “I don’t know if I can answer that question, but I can say it would be an honor to be considered,” he said.

    • Bonuses given after raises at Solyndra – Washington Times – Several of the nearly two dozen employees at bankrupt solar panel maker Solyndra LLC who were approved for bonuses Wednesday had months earlier received pay raises as high as 70 percent, a fact the company never disclosed in its request for bonus cash.

      The company’s bankruptcy attorneys sought permission for the bonuses in a court hearing, arguing that the extra cash is needed to keep key employees from fleeing only to be replaced by more expensive outside consultants.

      With little chance of stable employment and officials moving to liquidate assets, the workers needed to wind down the company have little incentive to stay, the Solyndra attorneys argued.

      But an attorney for fired Solyndra workers railed against the plan, saying several of the proposed bonus recipients had received significant salary increases even after the company went bankrupt.

    • Romney not winning over grumpy pundits – Right Turn – The Washington Post – The media’s coverage, unless you are Mitt Romney, is almost comical in their aversion to him and exaggerated portrayal of him as unlikable. You’d never guess it from the media, both mainstream and conservative, but Republican voters like Romney quite a lot.

      The Post-ABC News poll reports that 69 percent of Republicans have a favorable impression of him, the highest among all the GOP contenders. Even among “very conservative voters” he draws a 62 percent favorable rating. Rick Santorum scores a 74 percent rating (although this may change after his dreadful debate performance), but the numbers suggest that these voters don’t dislike Romney. They simply like (or liked) Santorum better.

      In part, voters see perhaps what the right-wing bloggers, with visions of flat taxes and privatized Social Security ( i.e., ideal but unachievable conservative purity) dancing in their heads, miss: Romney is running on a rather conservative agenda. Not hardcore or angry conservatism, but definitely right of center.

    • Santorum campaign suggests Mitt Romney may have done deal to make Ron Paul his running mate – After tonight’s debate, in which Ron Paul and Mitt Romney repeatedly attacked Rick Santorum over his 16-year record in Congress, the former Pennsylvania hinted that something nefarious was going on.

      “You have to ask Congressman Paul and Governor Romney what they’ve got going together,” Santorum told reporters in the spin room in Mesa, Arizona. “Their commercials look a lot alike and so do their attacks.”

      Santorum’s top strategist John Brabender went even further, charging that the two men had “joined forces” and were coordinating attacks against his man

      “Clearly there’s a tag team strategy between Ron Paul and Mitt Romney. For all I know, Mitt Romney might be considering Ron Paul as his running mate. Clearly there is now an alliance between those two and you saw that certainly in the debate.”

      The was also coordination in their attack ads, he charged. “Ron Paul for all practical purposes has pulled out of Michigan. Correct? Where’s he running negative ads against Rick Santorum? Michigan.

      “It was interesting to me that if you watch Ron Paul when he came into the debate wrote negative things about Rick Santorum down because when he started to get questions he would immediately pick up his paper and start mentioning Santorum stuff.”

      He added: “What is amazing to me this shows a remarkable ability by Romney, who has already proven to be the most negative man in history on TV, now he’s even training his opponents to be negative for his benefit and actually I think that takes remarkable skill.”

      The Romney campaign ridiculed the notion there was any coordination. “If ever there was an iconoclast who got up there and said what he believed it’s Ron Paul,” said Stuart Stevens, Romney’s chief strategist.

    • Falk: Pay for worker training with corporate taxes – Recall candidate Kathleen Falk wants to increase taxes on multi-state companies to pay for worker training.

      The plan would roll back tens of millions of dollars in spending cuts for the Wisconsin Technical College System as well as a corporate tax cut passed by Republicans last year. Falk, a Democrat and former Dane County executive, is seeking to challenge Gov. Scott Walker in a likely recall election.

      “My ‘Invest in Success’ plan will create jobs and spur economic growth by supporting what worked in Wisconsin for 100 years – investing in education and training workers through our technical college system,” Falk said in a statement.

      To help balance the state budget, Walker and GOP lawmakers in June of last year cut nearly $73 million, or 25%, from the Technical College System budget over two years. To undo part of that, Falk wants to roll back a tax cut on multi-state corporations approved by Walker and GOP lawmakers in the budget.

    • California Sen. Sharon Runner announces she won’t run for re-election – Republican Sen. Sharon Runner, who is awaiting a lung transplant for a rare autoimmune disease, announced today that she will not seek re-election in November.

      Runner has been absent from the upper house since January, when she disclosed that complications related to her condition required her to work outside of Sacramento. She said today that she expects to make a full recovery and will focus on “business and philanthropic efforts” after leaving office.

      “Serving the people of our community over my lifetime has been an amazing blessing and I am so very thankful for their support throughout each of my elections and my tenure in office,” Runner said in a statement. “In the coming years, I will be working on behalf of the community that I love, but not in the role as an elected official.”

    • Obama’s Dividend Assault – A plan to triple the tax rate would hurt all shareholders – WSJ.com – President Obama’s 2013 budget is the gift that keeps on giving—to government. One buried surprise is his proposal to triple the tax rate on corporate dividends, which believe it or not is higher than in his previous budgets.

      Mr. Obama is proposing to raise the dividend tax rate to the higher personal income tax rate of 39.6% that will kick in next year. Add in the planned phase-out of deductions and exemptions, and the rate hits 41%. Then add the 3.8% investment tax surcharge in ObamaCare, and the new dividend tax rate in 2013 would be 44.8%—nearly three times today’s 15% rate.

      Keep in mind that dividends are paid to shareholders only after the corporation pays taxes on its profits. So assuming a maximum 35% corporate tax rate and a 44.8% dividend tax, the total tax on corporate earnings passed through as dividends would be 64.1%.

    • Why Obama’s corporate tax plan is a total bust – The current U.S. economic recovery is arguably the worst in modern American history. Incomes are flat, housing is moribund, and the past three years have seen the longest stretch of high unemployment in this country since the Great Depression. Yet President Barack Obama—with the backing of Treasury Secretary Timothy Geithner—has the temerity to propose a corporate tax reform plan that would actually raise the tax burden on American business by $250 billion over a decade (and de facto on workers, too) without lowering rates to an internationally competitive level. This is a terrible, terrible plan:

      1. The Obama-Geithner plan would lower the statutory corporate tax rate to 28 percent from 35 percent, currently the second-highest among advanced economies. But that would still leave the combined U.S. corporate tax rate—state and federal—at 32.2 percent, far above the OECD combined average of 25 percent. The U.S. combined rate would be a bit below slow-growing Japan and France but above the U.K. and Germany. That’s not nearly good enough. Canada just lowered its corporate tax rate, for instance, to 15 percent. So instead of having the second highest corporate tax rate in the world, the United States would probably be fourth behind Japan, France, and Belgium.

      “He should just write a check and shut up,” Christie said Tuesday on CNN’s “Piers Morgan Tonight.” “Really, and just contribute. The fact of the matter is that I’m tired of hearing about it. If he wants to give the government more money, he’s got the ability to write a check — go ahead and write it.”

    • Racial Preferences Redux – The Supreme Court revisits discrimination and government – When the Supreme Court last upheld racial preferences in college admissions, Justice Sandra Day O’Connor wrote that she “expects that 25 years from now, the use of racial preferences will no longer be necessary.” That was 2003. By agreeing to hear a challenge to the University of Texas’s admissions policies yesterday, the Justices may have pushed up that deadline.
    • Dependency Is On The Rise, Despite Gov’t Attempts To Tell Us Things Are Getting Better – The government is at full throttle to present the economy as improving especially in light of the upcoming election. At the same time, there has been a stunning rise in dependency as most recently presented by the Heritage Foundation.

      Heritage defines dependency as significantly depending on the government for help in two of the following basic expense items: housing, food, shelter, income security or higher education.

      At the end of 2007, Heritage conservatively estimates there were 59.4 million Americans significantly dependent on the government.

      By the end of 2010, this number had risen to 67.3 million, an increase of nearly 8 million. It is likely that another two or three million were added in 2011, for a net increase of 10 million to 11 million over the past four years.

      It is not a coincidence that the number of people participating in the labor force has comparably declined over the same period.

    • California rates health plans on quality measures – California’s largest health plans have improved their care for diabetic patients, but many need to do better at treating children with throat infections, testing for lung disease and helping people overcome drug and alcohol addictions.

      These are among the findings of the 11th annual report card released Wednesday by the state Office of the Patient Advocate.

      The report card is meant to give consumers an easy-to-use tool to compare the quality of care delivered by the state’s nine largest health maintenance organizations, six largest preferred provider organizations and 212 medical groups.

      Each plan is ranked in categories of care with one to four stars, depending on how well it meets national standards or how its members rate it in such areas as ease of getting appointments and customer service.

      “Publicly reporting is one tool to keep plans accountable,” said Sandra Perez, director of the Patient Advocate’s Office.

      “The report card helps educate everyone on what types of treatment they should be receiving from their health plan,” she said.

      As in previous years, Kaiser Permanente outshone its competitors, receiving the top ranking of four stars in most categories. Most other HMO or PPO plans had no categories with four stars.

      Among medical groups, the Palo Alto Medical Foundation also earned top scores, with four stars in both patient rankings and meeting national standards of care.

At the same time, however, he will seek to increase the amount of revenues raised overall through corporate taxation by eliminating numerous deductions and loopholes that save companies tens of billions of dollars a year on their tax bills, according to a senior administration official.

      Adding to the religious discussion on the campaign trail, yesterday Santorum said he would “defend everything” he says and Mitt Romney said the Obama administration has “fought against religion.”
      But Christie doesn’t think a debate over religion is a conversation the Republican Party wants to engage in.
      “Do I think it’s the things we should be as a party talking about and emphasizing at the moment? No,” he said.

    • BREAKING: Cain ‘Reassessing’ Candidacy – In a conference call this morning, Herman Cain told his senior staff that he is “reassessing” whether to remain in the race. He will make his final decision “over the next several days.”

      UPDATE: National Review was on the call. It lasted 5 minutes.

      “Obviously, you’re all aware of this recent firestorm that hit the news yesterday,” Cain began, his voice somber. “First thing I want to do is say to you what I have said publicly: I deny those charges, unequivocally. Secondly, I have known this lady for a number of years. And thirdly, I have been attempting to help her financially because she was out of work and destitute, desperate. So thinking that she was a  friend, and I have helped many friends, I now know that she wasn’t the friend that I thought she was. But it was a just a friendship relationship.”

    • Federal suit challenges California’s new congressional districts – Rebuffed by the California Supreme Court, a former Republican congressman and four others filed suit this week in federal court to overturn the state’s newly drawn congressional maps.

      The lawsuit by Mariposa Republican George Radanovich, who left Congress in January, marks the latest of numerous attacks by GOP interests against districts drawn for the first time by an independent citizens commission.

      Radanovich’s federal suit contends that the panel violated federal voting-rights law and the U.S. Constitution by seeking to protect three African American incumbents in the drawing of three Los Angeles congressional districts.

    • What if the individual mandate was unconstitutional? – An alarming article in Politico.com looks at what could happen if the Supreme Court determines that the Affordable Care Act’s individual mandate provision is unconstitutional—something that the current conservative leaning of the Court seems to indicate is somewhat more likely than not.

      Assuming that such a possible decision by the Court follows that of the Eleventh Circuit Court of Appeals in ruling that the mandate is unconstitutional but the remainder of the ACA may stand, the Politico.com article anticipates some potentially disastrous consequences.

      The provisions of the ACA—some of them already in force—include guaranteed issue, elimination of annual and lifetime limits, and a ban on basing premiums on health status, essentially decoupling coverage and premiums from insurance risk. Without the requirement for almost everyone to have coverage, there will be nothing to ensure that the risk pool contains a large percentage of individuals in good health as well as those with medical problems, and nothing to stop anyone from waiting until they’re sick or injured to demand coverage.

    • Chris Christie: President Obama’s just a ‘bystander’ – Gov. Chris Christie on Monday tore into President Barack Obama in the aftermath of the supercommittee’s failure to reach an agreement on debt reduction last week, asking the president, “What the hell are we paying you for?”

      Calling Obama “a bystander in the Oval Office,” the outspoken New Jersey governor said the White House spent the weekend tossing out a whole lot of “spin” about the supercommittee’s inability to come to an agreement before the Nov. 23 deadline.

      “I was angry this weekend, listening to the spin coming out of the administration, about the failure of the supercommittee, and that the president knew it was doomed for failure, so he didn’t get involved. Well then what the hell are we paying you for?” Christie said during a press conference in Camden, N.J. “It’s doomed for failure so I’m not getting involved? Well, what have you been doing, exactly?”

    • Obama Abandons the Working Class – The timing may be a little embarrassing, appearing as it does on the eve of Mr. Obama’s visit to Scranton. Still, the authors are probably correct. For all of Joe Biden’s nostalgia about the blue-collar virtues of his home town (where he hasn’t lived since the early days of the Eisenhower administration), the coal mines shut down years ago and many in the white working class have been drifting to the Republican Party.

      The authors therefore suggest that Mr. Obama’s best demographic bet for 2012 lies in holding white college graduates. They are also up front about the vulnerability. Mostly they phrase it politely—”the perceived inability of the Obama administration’s policies to spark real recovery”; “serious doubts about Democratic stewardship of the economy”; or “disenchantment on the economy.”

      That shouldn’t be a hard sell in places like Scranton, where the 9.7% unemployment rate is the worst in the state. When the Obama stimulus came, Lackawanna County spent nearly half of the $39 million it received on education, which means teachers. The city has been deemed “finally distressed” for two decades, and just this month the mayor released a new budget that includes a 29% hike in property taxes.
