    • Options narrow to avert fiscal cliff– Time is running short — and so are the options available to avert the fiscal cliff.President Barack Obama and House Speaker John Boehner (R-Ohio) have just 21 days to resolve their differences over how to handle more than $500 billion in expiring tax rates and steep spending cuts.Although they met Sunday for the first time in more than three weeks — signaling a new, potentially more productive stage of the negotiations — there was no progress on the staff level ahead of that sit-down, according to Democratic and Republican sources.The White House and Capitol Hill are now staring at a narrow set of options fraught with political and policy peril. The course they choose will set the tone for the 113th Congress, Boehner’s speakership and Obama’s second term.

    • Doctors: We Gave at the Office, and Then Some– As a physician who treats Medicare patients, the fiscal cliff is all too familiar territory. Living under the current Medicare reimbursement system, known as the Sustainable Growth Rate, the viability of my practice is under threat.At least once a year, I am taken to a precipice known as the SGR cliff, which mandates that reimbursement rates are reduced by significant levels unless Congress steps in with its “doc fix” and staves off the cut. This year is no different. The SGR rate will be cut by nearly 27 percent on Jan. 1 unless Congress acts.This threatened cut, coupled with rate reductions and penalties already codified under the 2010 health care law and sequestration amount to a systematic targeting of Medicare doctors to pay for deficit reduction.To be clear, our SGR cliff is not merely an annual exercise. In 2010, we faced no less than five cliffs, sometimes going over, then fixed retroactively after a few weeks of panic and confusion among us and our patients.

      If this weren’t enough, the grand promise made to physicians to fix the SGR in the 2010 law actually worsened the situation by once again targeting reimbursement rates and adding reporting and electronic health record mandates. For good measure, the law created the Independent Payment Advisory Board as a means to further reduce reimbursements.

    • ObamaCare: Businesses Face Wrenching Choice– The president’s health care law presents the nation’s employers with a number of extremely difficult decisions. Perhaps nothing illustrates the selection of no-good-choices better than the requirement that businesses offer expensive insurance or pay a penalty.Recent news media coverage has highlighted larger businesses reducing employee hours below 30 hours per week in order to avoid the employer-mandate requirements or penalties. Smaller businesses, too, might be forced to reduce employment below the 50 full-time equivalent employee threshold, or resist growing above the threshold, to avoid the mandate. None of these options is productive, and they ultimately harm employees and the economy. Replacing one full-time position with two part-time positions is not job creation. Further, money that must go toward increased benefits or non-tax deductible penalties will crowd out wage increases and business investment.
    • The Republican Tax Panic– If any Republicans thought that President Obama would respond with magnanimity in victory, they now know better. He is determined to rout them on taxes, give as a little as possible on spending, and blame them for any economic damage in the bargain. The question for the GOP is how to minimize the harm to the economy, as well as to their chances of a political and policy comeback in 2014 and beyond.So it’s a shame that Republicans are playing into Mr. Obama’s hands, negotiating in public among themselves, prematurely giving up on the tax issue and undermining House Speaker John Boehner in the process. Mr. Obama isn’t going to blink on the budget if he thinks Republicans are going to blink first, and so far the emerging GOP position seems to be to surrender on taxes first and hope Mr. Obama will have mercy on them later on entitlements.

    • The Amazon Tax: Repeated attempts to boost sales tax collections hurt California’s economy, cost jobs – They’re at it again.
      Lawmakers in California, in a desperate attempt to generate revenues are again seeking to force out-of-state retailers to collect taxes for online purchases made by California shoppers. If they are successful in passing this legislation, not only will they fail to raise even one more nickel in tax revenue, they will cost the state thousands of jobs.
      It’s a bit complicated, but allow me to explain: California has a cutting edge industry of Internet entrepreneurs called “affiliates.” You’ve seen “affiliates” while surfing the web: blogs and Websites that provide “click through” ads to online retailers. If you click through and make a purchase, the affiliate gets a small percentage in payment from the retailer.
      According to the Performance Marketing Association, there are nearly 25,000 California-based affiliate businesses that provide information to California consumers and improve the ease and thrift of their shopping experience online or with remote retailers and their catalogs.
      One example of a successful California affiliate is Ebates, a company based in San Francisco. Without affiliate relationships, Internet entrepreneurs like Ebates will face a painful choice: Cut jobs to keep costs in line with reduced revenue or move out of California to more welcoming states. Either way, California will lose jobs and taxes.
      Affiliates like Ebates can conduct business from any state in the country, but they are choosing to make California home. Likewise, online retailers choose to market their products through affiliates like Ebates because they help make the shopping experience for their customers easier.

    • Hypocrisy from California Tax Hike Backers? – The Amazon Tax – Capitol Confidential has previously reported on legislation introduced by California Democratic Assemblywoman Nancy Skinner that seeks to impose a new, and unconstitutional, tax on out-of-state, online retailers including (ironically) a number of eBay users.  Capitol Confidential has since learned that a prominent corporate sponsor of such efforts is retail giant Target, and that a number of other big retailers back the legislation, too.  According to one source, that group includes Bloomingdale’s.
      So what if neither Target nor Bloomingdale’s collected and remitted sales/use taxes in states where they sell online to customers but in which they maintain no physical presence (the practice Skinner’s bill aims to ban by redefining the concept of “nexus”)?  Based on what appears on both companies’ websites when one inputs an order using the data of a resident of such states, it appears both corporations are willingly taking advantage of the same constitutional case law as the online retailers targeted by Skinner’s legislation to avoid tax liability.
      Here is a screenshot of the “review” page related to a Target transaction input using a Vermont customer’s information. Target’s website indicates that there are no Target stores in Vermont, and this is the final page at which customers can make adjustments, or discard the transaction:

    • Sarah Palin’s Decision to Keynote Speech Same Day as Debate Says Nothing About 2012, Says Staffer – Sarah Palin’s decision to deliver a speech in Colorado the same day as the first GOP presidential primary debate does not signal that she will not run in 2012, says an official with Palin’s PAC.

      “It has nothing to do with a decision [about running for president in 2012]. The Governor said the other day that she will make a decision about that in the coming months,” Tim Crawford, the treasurer of Palin’s PAC, told National Review Online.

      Palin will be the keynote speaker at the Colorado Christian University’s “Tribute to the Troops” event, which the university describes as “a military and veterans appreciation rally and charity benefit.” The benefit will be held in Lakewood, Colo. on May 2, the same day Politico and NBC News have scheduled the first GOP debate at the Ronald Reagan Library in Simi Valley, Calif.

    • Sarah Palin to Attend October’s Testimony Of Faith at Liberty University – Former Alaska Gov. Sarah Palin will need strong support from social conservatives to win the Republican nomination for president in 2012 should she decide to run. One indication that Palin is attuned to this reality is her scheduled appearance at Liberty University’s Extraordinary Women Conference.

      The News & Advance, a newspaper in Lynchburg, Virginia, reported Tuesday that Palin will speak at the October 7-8 conference, mere months before presidential primary elections.

      “Extraordinary Women is pleased to announce that Governor Sarah Palin will be sharing her testimony of faith with us at the 2011 Lynchburg Ewomen conference,” the group wrote on its website.

      Palin’s speech will be simulcast to 1,000 churches around the country. Tickets for the event are being sold for between $49 and $89.

      Current Liberty University Chancellor Jerry Falwell Jr. wrote in a statement to The News & Advance, “Governor Palin is greatly admired by our Liberty University faculty, staff and students for her patriotism and her determination to stand up for what is right despite vicious and unrelenting attacks against her and her family.”

    • Gov. Jerry Brown may not have GOP support for budget, but he does have business, police – UPDATE, 4:30 PM: The group of five Republican Senators that have been meeting with Gov. Jerry Brown in the hopes of striking a budget deal — but declared an impasse Monday — just issued this statement:

      "Today we met again with Governor Brown out of a mutual desire to keep the conversation moving forward. Until we are told otherwise, we will be optimistic that the Governor is working hard to find the necessary support for the key reforms we have put forward. But we are realistic. Getting to a constructive agreement involves difficult compromise. Although various interest groups may not have an appetite for real change, we believe that the public is demanding it."

      The group is made up of Senators Tom Berryhill, of Modesto; Sam Blakeslee, of San Luis Obispo; Anthony Cannella, of Ceres (Stanislaus County); Bill Emmerson, of Hemet (Riverside County); and Tom Harman, of Huntington Beach.

      Budget machinations are continuing at the Capitol today, one day after a group of Senate Republicans announced that they had reached an impasse with the Gov. Jerry Brown.

      While the Democratic governor may not yet have Republican votes for his budget plan, he is continuing to win support from two of the GOP's core constituencies: the business community and law enforcement groups.

    • E-mails reveal possible Wis Gov Scott Walker concessions on union bill – Gov. Scott Walker's office released documents Tuesday detailing now stalled talks with Senate Democrats in Illinois about his union bargaining bill, showing his office is willing to give on some aspects of the proposal but also frustrating one senator involved in the confidential talks.

      The e-mails showed ideas and counteroffers made by the Republican governor's aides and two Democrats as they sought some resolution that would allow Democrats to come back to the state. Senate Democrats have been holed up in Illinois since Feb. 17, when they left Wisconsin to block a vote on Walker's budget-repair bill.

      The emails were first released to the Milwaukee Journal Sentinel through an open-records request and within minutes were then emailed out to other news outlets. The Journal Sentinel also first reported Friday on some of the proposals in the documents.

      The bill as proposed by Walker and approved by the Assembly last month would repeal bargaining by public employee unions over their benefits and work conditions, leaving only bargaining over wages with a cap based on the rate of inflation, barring a referendum. The measure has sparked massive protests at the Capitol in recent weeks.

      The two Democratic senators, Bob Jauch of Poplar and Tim Cullen of Janesville, have met face-to-face in recent days with both Senate Majority Leader Scott Fitzgerald (R-Juneau) and Walker aides.

    • Redevelopment agencies: California State controller reports numerous failings by redevelopment agencies – City redevelopment agencies improperly shortchanged schools by more than $40 million last year while allocating millions of dollars in public money for such things as a luxury golf course and a lobbyist, state Controller John Chiang said in a report released Monday.

      Chiang's report, adding fuel to the argument that redevelopment agencies are sucking up precious funds with little to show for their efforts, was immediately condemned by redevelopment advocates as politically motivated. A furious battle is playing out between the state and cities over the governor's proposal to scrap redevelopment entirely.

      Cities launched a statewide radio ad blitz and petition-gathering campaign Monday urging legislators to protect the state's approximately 400 municipal redevelopment agencies. Gov. Jerry Brown is recommending that much of the $5 billion a year in property taxes they collect be sent instead to schools, counties and the state.

      One ad called the move "a scheme" that will "put thousands more out of work."

      The California Professional Firefighters and the California School Employees Assn. countered with a campaign on radio stations in Sacramento. "While deputies are facing layoffs, fire stations are closing and local school funding is slashed, redevelopment agencies are spending taxpayer money for stadiums, parking garages and 'mermaid bars,' " one declared.

      California Redevelopment Agencies have been full of abuse for decades. Before there was plenty of tax base to steal from the state, so the California Legislature turned a blind eye.

      No longer.

      I mean look at Thousand Oaks and its blighted Civic Arts Plaza and new City Hall.

      Then, look at the surrounding Thousand Oaks Blvd area which the Redevelopment Agency was formed to help.

    • NPR Executives Caught On Video – Better off without Federal Funding – Later in the lunch, Schiller explains that NPR would be better positioned free of federal funding. “Well frankly, it is clear that we would be better off in the long-run without federal funding,” he says. “The challenge right now is that if we lost it all together we would have a lot of stations go dark.”

      When one of O’Keefe’s associates asked, “How confident are you, with all the donors that are available, if they should pull the funding right now that you would survive?,” Schiller answered this way: “Yes, NPR would definitely survive and most of the stations would survive.”

      That is precisely the opposite answer Schiller’s boss, NPR CEO Vivian Schiller (no relation), gave at a press conference Monday in Washington. “We take [federal defunding] very, very seriously,” she said. “It would have a profound impact we believe on our ability – of public broadcasting’s ability – to deliver news and information.”

      At the Café Milano lunch, Schiller said he’s “very proud of” how NPR fired Juan Williams. “What NPR stood for is non-racist, non-bigoted, straightforward telling of the news and our feeling is that if a person expresses his or her opinion, which anyone is entitled to do in a free society, they are compromised as a journalist,” he said. “They can no longer fairly report.”
      With that, Schiller once again directly contradicted NPR’s public statements. At her Monday press conference, Vivian Schiller apologized for the way it handled the Williams matter. “We handled the situation badly,” she said. “We acted too hastily and we made some mistakes. I made some mistakes.”

    • Amazon sales tax bill stalls in Assembly committee – Probably Temporarily – Hotly contested legislation aimed at compelling Amazon and other on-line retailers to collect California sales taxes stalled Monday — probably temporarily — in the the Assembly Revenue and Taxation Committee.

      Committee chairman Henry Perea, a Fresno Democrat, placed the bill on the committee's "suspense file" after a lengthy hearing but the committee's majority Democrats appear from their comments to be ready to approve it. Perea said the vote may come within a few weeks.

      Backed by a coalition of public employee unions and California's brick-and-mortar retailers, including Wal-Mart and The Home Depot, Assembly Bill 153 is patterned after a New York law that is now undergoing judicial scrutiny. State tax officials say it could raise as much as a billion dollars a year if enacted.

      Technically, Californians who buy goods from out-of-state on-line sellers are liable for "use taxes," equivalent to sales taxes, on their purchases, and there's a line on personal income tax returns for reporting such purchases. But very few buyers pay use taxes, and state officials say there's no practical way to collect them.

      The Supreme Court ruled in 1992 that states cannot compel mail order retailers to collect sales taxes unless they have a "physical presence" in the state, such as a store. New York's law contends that when Amazon or another on-line retailer uses "affiliates" in the state to serve customers, it creates a "nexus" that satisfies the Supreme Court decision.

      Amazon, however, warned in a letter to state officials last week that if Skinner's bill, or one of the other similar measures, becomes law, it will cancel its contracts with thousands of California affiliates. Other mail order networks have made similar threats, the committee was told.

      How else to explain its intemperate letter threatening to put more than 10,000 Californians out of work should the state even think about enforcing the collection of unpaid sales taxes on Amazon and other Internet retailers?

      "I'm not surprised by what Amazon's done," said Board of Equalization Chairwoman Betty Yee. "I think it's their way of getting California to back off."

      Support has been growing for legislation, backed by Yee, that would clear the way to collect an estimated $1.145 billion in unpaid taxes that out-of-state online merchants such as Amazon, and catalog houses such L.L. Bean, have thus far successfully evaded.

      "If any of these new tax collection schemes were adopted, Amazon would be compelled to end its advertising relationships with well over 10,000 California-based participants in the Amazon 'Associates Program,' " the company wrote to a receptive Republican tax board member, George Runner.

      The "associates," or affiliates, get a cut of every sale Amazon makes to customers via a click-through from affiliates' websites.

      "Amazon has made it clear to me that the checks they send Californians will be cut off overnight if pending legislation aimed at regulating their operations becomes law," said Runner, one of the elected board's five members.

      The nexus issue will be long fought in the federal appellate courts.

    • California Still Barking Up the Wrong Tree for Taxes – The Amazon tax is back for debate. Again.  Despite court rulings that the thing is unconstitutional, despite proven records of failure in those states who have tried it, California’s Democratic leadership is again proposing the online tax.

      None of the excuses for this wasteful proposal make sense. Some retailers claim that taxes are needed to even the playing field between brick and mortar stores that do collect tax, and online retailers who do not. After all, that is why our local WalMart is suffering, right? But a recent LA Times article shows that retailers such as WalMart are hurting, not because they compete with Amazon, but because they have scaled back their merchandise offerings, forcing customers to look elsewhere to complete their shopping lists.  In fact, WalMart is not losing customers to online retailers so much as they are losing their customers to even lower priced offerings such as dollar stores. 

      Meanwhile, retailers like Amazon, using technology to streamline delivery processes, and offering a wide variety of items,  just posted major increases in sales. In this video from CNN  executives claim Amazon shows 26-40% growth, from the same time last year, with 15,000 employees hired in 2010. And yet, California’s Dems want to effectively slap one of the major employers in the US who is actually offering good paying jobs, with benefits.

      But, California Democrats in the state legislature have never met a tax they did not like – even if it does not involve capturing that much revenue.

      To the LEFT, it is more about punishing people in the marketplace in search of a social justice "fairness."

    • Koch Brothers Receive Praise From Obama Administration – Progressives may have decided that businessmen and libertarian political benefactors David and Charles Koch are the latest harbingers of the vast right-wing conspiracy, but they could be shocked to learn that several Koch Industries subsidiaries have been working closely and productively with…the Obama administration.

      Specifically, it’s with Obama’s Environmental Protection Agency that Koch Industries has been playing nice. In Texas last fall, for instance, the Koch-owned Flint Hills Resources helped forge an agreement between the EPA and the Texas Commission on Environmental Equality in a regulation dispute. The move got the company praise from the EPA, calling the agreement a “model for other companies.” (…)

      The EPA under President Obama has also praised Koch subsidiaries Georgia-Pacific and Invista for their cooperation with the agency. Georgia-Pacific even won an award from the EPA in 2009. Leftists may complain that these right-wing bogeymen are unfairly challenging federal environmental regulations so they can “keep pumping out pollution for free,” but it seems the Obama administration has a lot of positive things to say about the brothers Koch.

    • Social media not so hot on the Hill – It raises the question: Are lawmakers putting too much time — or staff resources — into social media?

      Currently, only 8 percent of American adults who use the Internet use Twitter, according to a December 2010 study by the Pew Research Center’s Internet & American Life Project.

      “The ease at which constituents can communicate with their member has really diluted the quality of communications overall,” said one legislative director quoted in the study. “We get way too many e-mail inputs that forward the congressman some e-mail or YouTube link with ‘Is this true?’ as the only message.”

      But that hasn’t stopped new members such as Rep. Paul Gosar (R-Ariz.) from embracing as many social media outlets as possible.

      “We have Foursquare, Twitter, Facebook — we’re trying to be in any medium we can,” said his spokeswoman, Stefani Zimmerman. “If it means he’s going to stay up an hour later checking his Facebook, that’s what he’s going to do.”

    • Speaker John Boehner rips bid to regulate Internet – House Speaker John A. Boehner lashed out against efforts to regulate Internet traffic before an audience of evangelical Christian media leaders and pointedly responded to President Obama by comparing the challenge of the burgeoning national debt to the Sputnik-era space race.

      In a speech to religious broadcasters that received a sustained ovation at his conclusion, he said free expression is under attack by a power structure in Washington populated with regulators who have never set foot inside a radio station or a television studio.

      “We see this threat in how the FCC is creeping further into the free market by trying to regulate the Internet,” Mr. Boehner said.

      “The last thing we need, in my view, is the FCC serving as Internet traffic controller, and potentially running roughshod over local broadcasters who have been serving their communities with free content for decades,” he said to loud applause from members of the National Religious Broadcasters, a trade group holding its annual convention here.

    • Cuban vs. Bissinger: NBA owner and journalist have Twitter smackdown – What happens when a billionaire entrepreneur and NBA team owner uses Twitter to criticize an outspoken Pulitzer Prize-winning author and journalist?

      Followers of Dallas Mavericks owner Mark Cuban and author and Daily Beast columnist Buzz Bissinger found out Sunday. The result: A profanity-laced, 86-tweet rant by Bissinger that took place over a span of four hours. The two then set up — using Twitter, of course — a face-to-face meeting for Tuesday.

      It started Sunday when Cuban tweeted that Bissinger was "a coward." The tweet was sent in response to Bissinger's Feb. 17 column titled "NBA All-Star Game: White Men Can't Root." The piece doesn't mention Cuban, but argues that there's a race problem between the NBA and its white fans.

      "Are whites losing interest in a game in which the number of white American players not only continues to dwindle, but no longer features a superstar?" Bissinger wrote. "Yes."

      After Cuban's "coward" comment, Bissinger rattled off a couple dozen tweets and responded to users in true Bissinger form (plenty of cursing).

      Cuban eventually returned to Twitter with a comment directed at Bissinger's column: "Yr editor asked you to write about a topic you dont know & had no interest in researching…"

      At this point Daily Beast editor, and former Washington Post media reporter Howard Kurtz chimed in: "Hey, @mcuban, I asked @buzzbissinger to write *something* about basketball, but he chose the racial topic, knowing it'd be controversial."

    • Chris Christie on Wisconsin, Scott Walker and Collective Bargaining – Asked if Gov. Scott Walker has "gone too far," Christie responded:

      Bob, let me tell you what — what went on in New Jersey. My predecessor, Governor Corzine, stood on the front steps of the Capitol at a public-sector union rally and said, "I'll fight to get you a good contract." And I thought to myself, watching that, who's he fighting with? Once he says that, the fight's over. What I believe in is true adversarial collective bargaining. And so, every state is different. I'm not going to micromanage Wisconsin from Trenton, New Jersey. I know Scott Walker. I like him. And I trust him. And I think he believe he's doing what's in the best interest of Wisconsin, the same way I'm going to do what I think needs to be done for New Jersey, which is, to reform the pension system and roll back health benefits for public-sector workers, to put them more in line with the rest of the population in New Jersey, to put us on a long-term path to fiscal stability.
      But aren't collective bargaining rights inviolate? Christie, a former U.S. attorney reminds us:

      Now listen. All these rights are legislatively created. They didn't come down from tablets at the top of a mountain. And so, political things change and go back and forth. And every state is going to make their own determination on that. Wisconsin is in the middle of making that determination. As you know, Bob, there are plenty of states in America where that right doesn't exist. And so, each state has to make their own determination on that.

      But it's not the legal precision of the answer that is exceptional. What stands out is his utter candor. I frankly can't imagine another politician debunking the notion that public employees have a God-given right to collectively bargain.

      The two earned their low marks during the years when they agreed to tax hikes. But the fiscal records of both Daniels and Pawlenty compare favorably to other potential 2012 candidates who were governors during that same period:

      Haley Barbour (Miss.): C, D, C, na

      Huckabee, the only aforementioned governor who was graded by Cato in previous years, got a "B" in 1998, a "C" in 2000, and a "C" in 2002. Cato doesn't score the governor of Alaska because of peculiarities of the state budget.

    • Report: California Pension benefits “unsustainable” – A respected California government watchdog commission issued a scathing report today on the state’s pension system, calling for cuts in benefits for current and future employees, caps on pensions, an end to “pension spiking” and other reforms.

      The Commission on California State Government Organization and Economy, known as the Little Hoover Commission, calls the current system “unsustainable” and says it has morphed from a program that provided retirement security into one that seeks “wealth accumulation” for public employees.

      The commission traces the growth in pension obligations to 1999, during the stock market’s dot-com boom, when lawmakers approved pension increases that included retroactive bumps for employees who were about to retire. About a quarter of the growth in pension costs can be traced to that legislation, the report says. About half of the growth is tied to an increase in the number of employees and their average salaries, and the rest is attributable to demographics and investment losses.

      The most controversial proposal in the report is the idea of reducing benefits for current employees. Most pension experts have said that doing this would be legally questionable because the benefits are considered a “property right” that cannot be taken away. But the commission urges lawmakers to try this anyway, and test the legal theory in court.

      A long legal battle if they change retirement benefits for existing employees.

    • Internet sales tax: California legislation would tighten rules on Internet sales tax – latimes.com – For the third time in three years, California lawmakers are pushing for legislation to make it harder for Internet sellers to avoid collecting sales taxes, and prospects for getting it passed are stronger than ever.

      Passing the bill is a question of "e-fairness," said Assemblywoman Nancy Skinner (D-Berkeley), who is sponsoring one of several Internet sales tax bills.

      It also would put an extra $300 million into the state's depleted coffers in its first year as a law, she said, and would add California to the growing group of states creating their own Internet sales tax rules.

    • Ex-congressman tapped for Chapman law school dean | campbell, law, school – News – The Orange County Register – Chapman School of Law has selected former Congressman Tom Campbell as its new dean, betting on the prominent academic and veteran politician to continue the 15-year-old school's ascent among the nation's law colleges.

      Campbell, 58, served as dean for the premier Haas School of Business at UC Berkeley, and prior to that was a tenured law professor at Stanford University. Campbell accepted a visiting professorship at Chapman School of Law and moved to Irvine from the Bay Area in 2009, part of a strategy of to broaden his geographic base for a statewide political campaign.

      The Republican then launched a campaign for governor before switching to the U.S. Senate race, in which he lost the primary to former Hewlett Packard CEO Carly Fiorina. But Chapman is keeping him in town.

      "I fell in love with Chapman," said Campbell, who graduated magna cum laude from Harvard Law School and has a Ph.D. in economics from the University of Chicago. "This opportunity is great and might not come again. This is huge."

      Chapman School of Law has climbed steadily up the rankings since opening its doors in 1995, and cracked the top 100 in U.S. News and World Report's most recent ranking, landing at 93. It's 8.9 student-to-faculty ratio is seventh best on the list.

      Chapman University President James Doti said that despite its rapid ascent, the law school is remains relatively unknown – and is turning to Campbell after a national search to help change that.

      "One thing Tom Campbell will bring is recognition," he said, noting that Haas under Campbell's deanship went from 15th to second in the Wall Street Journal's ranking of business schools. "I'm quite confident in Tom recruiting the best and the brightest faculty, and the best and the brightest students."

      Doti is scheduled to formally announce the selection of Campbell today.

      I do care if Tom Campbell a RINO extraordinnaire ever runs for public office again.

      Campbell is a disaster and has moved from one political/government job after another.
