Iran Nuclear Watch: Iran Will NOT Respond Tuesday to P-5-Plus- 1 Proposal

Reuters: Iran won’t give final nuclear response Tuesday
Iran will not give its final answer at a meeting this week to a package of proposals backed by six world powers that aims to end a nuclear standoff with the West, an Iranian nuclear official said on Monday.
Iranian chief nuclear negotiator Ali Larijani meets European Union foreign policy chief Javier Solana on Tuesday, when the EU has said it wants a “substantial response” to the offer.
Iran previously said it would not give a final response on Tuesday but, by repeating the comment a day before the meeting, the official undermined any prospects of a breakthrough.
“Tomorrow, we will not give a definite answer. We will only discuss questions and ambiguities regarding the offer,” the official said.
Asked if Iran would give a final response if Solana answered all the queries, the official said: “It is very unlikely.”
What a surprise – NOT.
Iran will want to STALL and open a dialogue of negotiations about negotiations.

If all works out for these two, Schwarzenegger would be re-elected this fall, with Villaraigosa in position to take his place in 2010.Schwarzenegger made the first solid overture in this dance. In April, he named Villaraigosa’s sister, Mary Lou Villar, a $149,000-per-year judge on the Los Angeles Superior Court. Not to say she wasn’t qualified: The mayor’s sister spent many years as both a legal aid attorney and an administrative law judge on the state Unemployment Insurance Appeals Board.
Well, it looks like Phil Angelides will have to run against an incumbent GOP Governor Schwarzenegger AND Democrat Latino Los Angeles Mayor Villaraigosa.
Will anything stop the Schwarzenegger juggernaut to re-election?

North Korea Watch: China Asks Japan to Postpone United Nations Resolution

Japan said Monday it was considering whether a pre-emptive strike on the North’s missile bases would violate its constitution, signaling a hardening stance ahead of a possible U.N. Security Council vote on Tokyo’s proposal for sanctions against the regime. The vote itself could be delayed for several days, a news agency reported.
China asked Japan to postpone the vote until later this week and Japan is prepared to accept, Kyodo News agency said.
Japanese officials had earlier vowed to push ahead with a resolution that would impose sanctions on
North Korea for its missile tests last week, but said Tokyo would not insist on a Monday vote.Japan is probably counting votes as this piece is posted. If they have the votes, they will force the resolution today.

Japan said Monday it was considering whether a pre-emptive strike on the North’s missile bases would violate its constitution, signaling a hardening stance ahead of a possible U.N. Security Council vote on Tokyo’s proposal for sanctions against the regime.
Japan was badly rattled by North Korea’s missile tests last week and several government officials openly discussed whether the country ought to take steps to better defend itself, including setting up the legal framework to allow Tokyo to launch a pre-emptive strike against Northern missile sites.
“If we accept that there is no other option to prevent an attack … there is the view that attacking the launch base of the guided missiles is within the constitutional right of self-defense. We need to deepen discussion,” Chief Cabinet Secretary Shinzo Abe said.
Japan’s constitution currently bars the use of military force in settling international disputes and prohibits Japan from maintaining a military for warfare. Tokyo has interpreted that to mean it can have armed troops to protect itself, allowing the existence of its 240,000-strong Self-Defense Forces.
A Defense Agency spokeswoman, however, said Japan has no attacking weapons such as ballistic missiles that could reach North Korea. Its forces only have ground-to-air missiles and ground-to-vessel missiles, she said on condition of anonymity due to official policy.
Well, the United Nations Security Council has two choices:
!. A tough resolution condemning North Korea with economic sanctions or…
2. Militarization of Japan and its allies (e.g. Australia and Taiwan) by the United States, including missile defense and a nuclear deterrent.
It is in the interests of the United States to have the UNSC support a tough resolution, including sanctions. If China and Russia wish to veto the resolutions – so be it.
