- Quinnipiac Poll: Presidential Swing States (FL, OH & PA) Poll * June 27, 2012 *– FLORIDA: Obama 45 – Romney 41 OHIO: Obama 47 – Romney 38 PENNSYLVANIA: Obama 45 – Romney 39 Voters in Florida, Ohio and Pennsylvania support President Barack Obama’s new immigration policy and are divided on whether the president or Gov. Mitt Romney would be better for their personal economic future, as they give Obama leads in these three critical swing states, a razor thin 4 points in Florida, a healthy 9 points in Ohio and 6 points in Pennsylvania, according to a Quinnipiac University Swing State Poll released today.This compares to the results of a May 3 Swing State Poll by the independent Quinnipiac (KWIN-uh-pe-ack) University, showing Obama with an 8-point lead in Pennsylvania with Florida and Ohio too close to call.Matching Obama against Romney in each of these key states – no one has won the White House since 1960 without taking at least two of them – shows:
Florida: Obama edges Romney 45 – 41 percent;
Ohio: Obama over Romney 47 – 38 percent;
Pennsylvania: Obama tops Romney 45 – 39 percent.“President Barack Obama has decent margins over Gov. Mitt Romney in Ohio and Pennsylvania and a smaller advantage in Florida. If he can keep those leads in all three of these key swing states through election day he would be virtually assured of re-election,” said Peter A. Brown, assistant director of the Quinnipiac University Polling Institute.
- Charles B. Rangel Fends Off Challengers to Win a Congressional Primary – Surviving one of the toughest re-election fights of his career, Representative Charles B. Rangel fended off four challengers on Tuesday to win the Democratic nomination for a 22nd term in Congress.
- Stockton to file for bankruptcy, will be largest U.S. city to fail– This Gold Rush-era port city, an epicenter of California’s agricultural exports, will become the nation’s largest city to seek protection under the U.S. bankruptcy code after its City Council on Tuesday stopped bond payments, slashed employee health and retirement benefits and adopted a day-to-day survival budget.City Manager Bob Deis likened the process to cutting off an arm to save the body. He is expected to file bankruptcy papers immediately.A Delta wind had scrubbed the Central Valley sky blue as residents gathered hours early for the 5:30 p.m. meeting.
Most knew what the night held; bankruptcy has been a long time coming. Stockton has been in negotiations with its creditors since late March under AB 506, a new California law requiring mediation before a municipality can file for reorganization of debt. It was the first use of the law, and policy analysts who watched its torturous and tedious progress have titled their report on it “Death by a Thousand Meetings.” Mediations ended Monday at midnight.
- Waiting on the Supremes – ObamaCare– We’re all waiting to see if Obamacare will be spared, gutted, or tossed into the ash heap of history by the Supreme Court on Thursday. In a new Purple Strategies survey of former Supreme Court clerks and attorneys who have argued before the Court, 57 percent believe the individual mandate, the heart of the law, will die. In April, Obama himself engaged in some gallows humor after the Supreme Court justices roughed up his law in oral argument: “In my first term, we passed health care reform. In my second term, I guess we’ll pass it again.”But if Obamacare vanishes or the individual mandate is eliminated, look for Democrats to panic. There will also be comparisons to Jimmy Carter — the last Democratic president to lose reelection — and his “malaise” period.It’s never good if a president’s central domestic-policy achievement is trashed months before an election, and in this case it could be politically fatal. In a new poll by the GOP-oriented Young Guns Policy Center, independent voters agree by 55 to 37 percent on this point: “President Obama did the wrong thing by focusing on passing health care reform his first year in office. He should have worked harder to get the economy going and creating jobs before moving on to other issues.”
- WSJ/NBC News Poll: Obama Clings to a Narrow Lead– President Barack Obama has managed to retain a narrow lead in his race for re-election despite a spate of poor economic news and surging GOP optimism about Mitt Romney’s prospects, a new Wall Street Journal/NBC News poll finds.The president outpolls Mr. Romney, his presumed Republican rival, 47% to 44%, a lead within the survey’s margin of error and similar to the advantage he enjoyed a month ago. Mr. Obama’s lead is wider in swing states, where the campaigns have battled most intensely.The poll highlights challenges facing both candidates. While Mr. Obama retains a durable base of support, his standing among white, working-class voters, which was low to start with, continues to erode. Interest in the campaign isn’t nearly as intense as it was four years ago among young people and Latinos, who were important to Mr. Obama’s victory in 2008.
- Stockton braces for possible bankruptcy as key vote looms– Stockton residents braced for a fateful City Council meeting on Tuesday night that could result in the city declaring bankruptcy.The prospect of insolvency was generating national headlines Tuesday.But on the Central Valley city’s largely African American south side, the spectre of Stockton becoming the largest U.S. city to file for protection from creditors raised little interest.
“Bankrupt? We’ve been bankrupt,” said the Rev. Dwight Williams of the New Bethel Baptist Church.
“This church works day and night to pay the PGE bill and keep the lights on. So many in our congregation have lost homes and jobs.
“But it’s in our DNA to take the bitterness of lemons and made sweet lemonade. We remain optimistic and we will continue to take care of one another but I think most people around here would laugh if you said Stockton was going to be bankrupt.
The Stockton City Council will discuss whether to seek protection from creditors under the U.S. Bankruptcy Code.
- Pew survey finds that 17 percent of US cellphone users go online mostly on their phones – It should hardly come as a surprise that folks are spending more and more of their time online on their cellphones, but a new Pew study released today has shed a bit more light on just how common that’s becoming. According to the research group, 17 percent of all cellphone users (including those without smartphones) go online “mostly” on their cellphone, while 33 percent primarily use another device, and five percent use both equally — a hefty 45 percent still don’t use their phones to go online at all, though. Not surprisingly, those numbers go up when broken down by those who do at least use the internet occasionally on their phone — 31 percent of whom go online primarily on their phone — and there’s an even bigger jump when looking at younger users. Among those 18 to 29 who use the internet on their phones, fully 45 percent use their cellphone for most of their online activities.
- Overlooked Asian-American voters could tip scales in November election– Politicians predict 2012 will be the “tipping point” year for Asian-Americans, as this once-marginalized demographic overtakes Hispanics as the fastest-growing racial group in the United States, and offers a cache of independent votes for the taking.“I think the time has come and we deserve a seat at the table,” said Manan Trivedi, an Indian-American physician and Iraq war veteran running as a Democrat in Pennsylvania’s 6th district.Trivedi is just one of a record 25 Asian-American candidates running for Congress this year, hoping to capitalize on exploding immigration rates.
According to a Pew Research Center study released last week, Asian-Americans are now the highest-income, best-educated and fastest-growing racial group in the country. With more than 18 million residents, Asian-Americas currently account for 5.8 percent of the total U.S. population.

- Hill Poll: Voters: Obama over-reached blocking Fast and Furious docs– A clear majority of likely voters believes President Obama has exercised his executive power inappropriately — particularly in blocking the release of documents relating to Operation Fast and Furious, according to a new poll for The Hill.But in a sign that the electorate’s frustration extends to Capitol Hill, voters by a significant margin also feel Congress has behaved in an obstructionist manner toward the president.Amid the discontent over the behavior of both Obama and members of Congress, the poll found a strong preference among voters for a return to one-party rule in Washington.
- Pawlenty, Portman Finances Pose VP Vetting Challenge– With Mitt Romney’s vice presidential vetting process well under way, two of the likeliest contenders for the nod — Tim Pawlenty and Rob Portman — have some of the thickest financial backgrounds to comb through.Since dropping his own bid for president last August, Pawlenty has joined the boards of seven companies and serves as a senior adviser to another. Portman has a complicated financial history from a previous ownership stake in his family’s since-sold company, Portman Equipment, as well as numerous investments.Republican researchers familiar with both potential picks say neither the former Minnesota governor nor the Ohio senator presents major problems; still, the vetting process might be more involved for the two top contenders than it is for an array of other contenders who appear to be further down Romney’s list.
Pawlenty appeared on CBS’s “Face the Nation” Sunday to say that he is not campaigning for the No. 2 spot. Nonetheless, he has been perhaps the highest-profile and most active surrogate on the campaign trail for Romney in recent months.
Brian McClung, Pawlenty’s former spokesman and deputy chief of staff, told RCP: “Governor Pawlenty is focused on his business responsibilities and enjoys his work in the private sector. He helps Governor Romney’s campaign when his schedule permits.”
- Poll: Former Supreme Court clerks think the mandate is done for– A new poll of 56 former Supreme Court clerks finds that 57 percent think the individual mandate will be overturned. That’s a 22-point jump from the last time the same group of clerks was surveyed, right before oral arguments. Back then, 35 percent thought the court would toss out the required purchase of health insurance.Most of the clerks found the Supreme Court’s questioning to be more skeptical than they had expected. As one clerk put it to Purple Strategies’ Doug Usher, who conducted the research, “I feel like a dope, because I was one of those who predicted that the Court would uphold the statute by a lopsided majority…it now appears pretty likely that this prediction was way off.”That seems to capture the mood of the rest of the country, too. Over on InTrade, the estimated likelihood of the Supreme Court overturning the mandate has marched upward ever since oral arguments, hitting 79.9 percent Wednesday morning.
- For Obama, Supreme Court health-care, immigration rulings to close a tough term– The Supreme Court this week will conclude its term by handing down much-anticipated rulings on health care and immigration, President Obama’s remaining priorities before the justices. It is a finale that cannot come quickly enough for the administration, which has had a long year at the high court.In a string of cases — as obscure as the federal government’s relationships with Indian tribes and as significant as enforcement of the Clean Water Act — the court rejected the administration’s legal arguments with lopsided votes and sometimes biting commentary.The administration’s win-loss record will sting a lot less, of course, if the court upholds the constitutionality of Obama’s signature domestic achievement, the Affordable Care Act. That decision on health care, which will define the term, could come as early as Monday and almost certainly will be announced by Thursday.
The court also will decide the fate of Arizona’s tough law on illegal immigrants, which the Obama administration challenged in court before it could take effect. The government’s argument that the law conflicts with the federal authority to decide immigration policy got a sour reception from the justices, but the government hopes for at least a split decision on other aspects of the measure.
The administration’s ungainly portfolio at the Supreme Court this term has drawn attention from all points on the ideological spectrum.
- Poll: Immigration not Hispanics’ #1– American Hispanic voters are more concerned about health care and unemployment than they are about immigration, according to a new USA Today/Gallup poll.In fact, only 12 percent of Hispanic registered voters said that immigration policy is the most important issue to them.
- New YG Network Poll Shows Majority Favor Health Reform Repeal– A majority of Americans want the health care law completely or partially repealed and think the federal government should not be able to force citizens to buy insurance, according to a new poll from the YG Network, a center-right issues advocacy group whose senior staff are former aides to Republican House Majority Leader Eric Cantor.With the Supreme Court expected to rule as early as this week on the 2010 Affordable Care Act, the poll offers a glimpse into how Americans view the legislation.The poll, conducted between June 19 and June 21 by GOP pollsters McLaughlin & Associates surveyed 1,000 people with a margin of error of plus or minus 3.1 percentage points. Respondents were split almost evenly in terms of their politics. Thirty-two percent were Republicans; 34 percent were Democrats and 29 percent were independents; 4.5 percent didn’t know or refused to reply.
The survey sometimes referred to the Affordable Care Act as “Obamacare,” a term often used by critics of the law. The poll also tested a number of Republican talking points.

- Rep. Paul Ryan Being Vetted for Vice President– I’m reliably informed that Representative Paul Ryan of Wisconsin, the Budget Committee chairman, has submitted paperwork to the Romney campaign. Sources confirm that he is being vetted for the vice-presidential nomination.Ryan, one of the GOP’s brightest young stars, is clearly a favorite of Romney allies. But some top Republican officials are wary of plucking him from the House, where he is the party’s most influential voice on fiscal issues.
- Obama’s White Support Is Too Low to Win– Today, the demographic status quo is not good for either candidate. The long-term future favors Democrats. The GOP must reconcile itself with the browning of America. But even in early 2009, amid renewed talk of an emerging Democratic majority, it was clear that demographics are not electoral destiny. That Democratic majority has not emerged over the past decade because Democrats have not made sustained inroads with the actual demographic majority.How quickly that proved true. In 2010, whites backed GOP House candidates by a 60-38 margin. It gave Republicans a historic landslide. The white margin two years ago roughly matches the break-even point today. That’s because presidential electorates are browner and blacker, though possibly not enough for Democrats. Plainly put, the data shows that Romney will likely win if he matches his party’s minority support in 2008 and its majority support in 2010.Democrats have come to depend on diversity. But even today, diversity may not prove enough to save Obama.

- Obama grants Holder request on ‘Furious’ documents as contempt vote looms– President Obama has granted an 11th-hour request by Attorney General Eric Holder to exert executive privilege over Fast and Furious documents, a last-minute maneuver that appears unlikely to head off a contempt vote against Holder by Republicans in the House.The House Oversight and Government Reform Committee is expected to forge ahead Wednesday morning with its meeting on the contempt resolution anyway.If the vote proceeds, Republicans have more than enough votes on committee to pass the resolution. However, Holder would not be considered held in contempt of Congress unless and until the full House approves the measure.The move by Holder and Obama to lock down some requested documents only complicates the fight over the botched anti-gunrunning operation between the legislative and executive branches.After Holder made the request to Obama via letter on Tuesday, Deputy Attorney General James Cole wrote to Rep. Darrell Issa, R-Calif., on Wednesday informing him that the president has granted the request.
- Obama asserts executive privilege on Fast and Furious documents– President Barack Obama has asserted executive privilege over documents sought by a House committee investigating the botched Fast and Furious gun-running sting, according to a letter to the panel Wednesday from Deputy Attorney Gen. James Cole.The move means the Department of Justice can withhold the documents from the House Oversight Committee, which was scheduled to consider a contempt measure Wednesday against Holder.”I write now to inform you that the president has asserted executive privilege over the relevant post-February 4, 2011, documents,” Cole wrote in a letter to committee chairman Rep. Darrell Issa, R-California.”We regret that we have arrived at this point, after the many steps we have taken to address the committee’s concerns and to accommodate the committee’s legitimate oversight interests regarding Operation Fast and Furious,” Cole continued. “Although we are deeply disappointed that the committee appears intent on proceeding with a contempt vote, the department remains willing to work with the Committee to reach a mutually satisfactory resolution of the outstanding issues.”
- Food Stamp Fiasco – The Senate refuses to cut $20 billion out of $770 billion– The next time someone moans about Washington “austerity,” tell them about the Senate’s food stamp votes on Tuesday. Democrats and a few Republicans united to block even modest reform in a welfare program that has exploded in the last decade and is set to spend $770 billion in the next 10 years.Yes, $770 billion on a single program. And you wonder why the U.S. had its credit-rating downgraded?When the food stamp program began in the 1970s, it was designed to help about 1 of 50 Americans who were in severe financial distress. But thanks to eligibility changes first by President George W. Bush as part of the 2002 farm bill and then by President Obama in the 2008 stimulus, food stamps are becoming the latest middle-class entitlement.
- So, What’s up with Marco Rubio? – This morning, I reported that Mitt Romney had not asked Marco Rubio to take the first steps in the vice presidential vetting process. As my report said, “He has not been asked to complete any questionnaires or been asked to turn over any financial documents typically required of potential vice presidential candidates.”
This afternoon the Washington Post matched that reporting. And in a taped interview with Sean Hannity on Fox News, Romney brushed off questions about whether Rubio was being vetted.
“I get a kick out of some of the speculation that goes on,” Romney told Hannity. “And I’m not going to comment on the process, of course. But I can tell you this. Only Beth Myers and I know who’s being vetted.”
A few hours later, however, Romney called in reporters traveling with him to give an entirely different response.
“Marco Rubio is being thoroughly vetted as part of our process,” Romney told reporters, adding reports that said Rubio was not being vetted were “entirely false.”
“There was a story that originated today, apparently at ABC, based on reports of supposedly outside, unnamed advisers of mine,” Romney said. “I can’t imagine who such people are but I can tell you this. They know nothing about the vice presidential selection or evaluation process. There are only two people in this country who know who are being vetted and who are not, and that’s Beth Myers and myself.” - Obama’s grandfather Stanley Armour Dunham tortured by the British?– A new biography of Barack Obama has established that his grandfather was not, as is related in the President’s own memoir, detained by the British in Kenya and found that claims that he was tortured were a fabrication.’Barack Obama: The Story’ by David Maraniss catalogues dozens of instances in which Obama deviated significantly from the truth in his book ‘Dreams from My Father: A Story of Race and Inheritance’. The 641-page book punctures the carefully-crafted narrative of Obama’s life.One of the enduring myths of Obama’s ancestry is that his paternal grandfather Hussein Onyango Obama, who served as a cook in the British Army, was imprisoned in 1949 by the British for helping the anti-colonial Mau Mau rebels and held for several months.
- Elizabeth Warren loses it, lashes out at “right wing extremist” (me)– As you know, Elizabeth Warren has been caught in a series of at best misleading and at worst false responses since The Boston Herald first broke the story in late April that Harvard Law promoted her as Native American in the mid-to-late 1990s.First she played dumb and said she didn’t know why. But over the course of several weeks digging by bloggers and newspapers punctured Warren’s story, and revealed or forced Warren to admit she listed herself as Native American to get on a list of “Minority Law Teachers” in the mid-1980s to mid-1990s, that she informed both Penn Law and Harvard Law that she was Native American for federal reporting purposes, and that she was on a list at Harvard during her “visiting year” of “Women of Color in Legal Academia.”Genealogical tracing of Warren’s alleged Cherokee ancestry by a group of Cherokees led by Twila Barnes has shown that Warren has no Cherokee heritage. The documentation and research has been posted for all to see. Anger at Warren extends beyond Cherokees.Yet Warren persists in the claim to this day, raising bizarre defenses such as her Aunt Bea told her her ancestors had high cheekbones “like all the Indians” and that her parents supposedly had to elope because her mother was 1/16 Native American.

- Working-Class Whites a Barrier to a Democratic House – Wednesday, June 20, 2012 – Former House Speaker Tip O’Neill famously remarked that all politics is local. But this year, it’s the rhetoric of John Edwards that rings truer–in assessing the House race landscape, there are indeed two Americas. President Obama believes the way to win a second term is by rallying elements of the party base, but House Democrats trying to take back the majority face the added burden of winning the votes of increasingly disillusioned white working-class voters.

- A White House mess– One little-known fact about the world of journalism is that news organizations prepare obituaries of famous people while those people are still alive, so that packages of material will be ready to go when a death is announced.Over the past week, journalists have been writing articles that have the quality of these sorts of pre-obituaries — only the event they’re anticipating isn’t the last breath of an individual but the defeat of President Obama’s re-election bid.Even more striking, these journalists aren’t conservatives indulging in their deepest wish, but rather liberals who admire Obama and want to see him win a second term.Al Hunt, who was for decades the voice of liberal conventional wisdom as the Washington bureau chief of The Wall Street Journal, declared yesterday in his Bloomberg column that Obama “needs an intervention.”
- The Sad Demise of the Occupy Movement– Remember when the Democratic Party saw the Occupy movement as the Left’s equivalent of the Tea Party? That lasted until it became obvious that 1) Occupy wasn’t actually much of a movement, and 2) to the extent it existed, it was an embarrassment. Occupy is in the process of fading away, not with a bang but a whimper, and with more criminal prosecutions to its credit than normal citizens converted to the leftist cause.But, much as a dead frog’s legs will continue kicking for a while, a few remnants of Occupy cling to a fitful existence. - MSNBC mischaracterizes Romney remarks– MSNBC aired footage today that inaccurately portrayed Mitt Romney’s remarks at a campaign stop in Pennsylvania.Discussing how the public sector suffers from a lack of competition, Romney told the audience about an optometrist who wanted to change his address and subsequently received 33 pages of paperwork from the federal government, which begat a months-long bureaucratic nightmare during which the optometrist in question wasn’t receiving his checks. “That’s how government works,” Romney said.Then, to illustrate the advantages of competition in the private sector, Romney shared an anecdote from his visit to the local WaWa chain store. “I was at WaWas, I went in to order a sandwich. You press a little touchtone keypad — you touch this, touch this, go pay the cashier — there’s your sandwich. It’s amazing. People in the private sector have learned how to compete. It’s time to bring some competition to the federal government.”

- After spat with former construction management company, officials get projects back on track– Months after the El Monte Union High School District cut ties with its former construction management company, details are emerging about related issues that have come at a hefty expense to the district.A construction update last week revealed that the district is paying the price for design plans that didn’t have the required state approval before the construction work began at several campuses.In one case, work began on a new two-story classroom building without the plans getting state approved, resulting in the district being forced to make extensive revisions.In another a much publicized case, the state didn’t sign off on plans for new heating and air conditioning systems in two high school auditoriums before they were installed. The buildings have been closed for months as officials work to rectify the issue.The projects are part of a $148 million bond measure approved by voters in 2008. After parting ways with its construction management company Alsaleh Project Management (APM) last year and hiring another firm, officials have been working to get projects back on track. But it hasn’t been easy, or cheap.The costs of some construction projects under the bond measure have increased by up to 36 percent over what was originally budgeted, according to last week’s construction update.

- A Guide to How Obama’s New Immigration Policy Will Work, And a Word of Caution– The policy memo directs ICE and Customs to begin using their on-the-ground discretion immediately. Citizenship and Immigration Services is ordered to implement what is known as “deferred action” for this category of immigrants within 60 days. It’s a good sign that the administration is moving quickly. But bear in mind, deferred action is exactly what it sounds like. It means the federal government isn’t placing you in removal proceedings now. In fact, the memo says specifically that the deferral is good for two years before the next re-evaluation. What happens after that is anyone’s guess. “The question becomes: What if the person is granted deferred action and then they turn 30,” Schwamkrug asks. “Does that mean it won’t be renewed?”If it isn’t, and that person doesn’t have some sort of legal status, current policy is to automatically forward them to immigration court for removal proceedings. Two years-worth of work authorization may be small recompense for imminent deportation.Perhaps the biggest wild card here is the November presidential election. Obama’s policy is just that. It doesn’t amount to citizenship, nor is it law, enacted by Congress. You can bet one of Mitt Romney’s first acts as president would be to rescind Napolitano’s memo. And then what? Young people who have lived their lives as Americans announce their presence as undocumented immigrants and become subject to removal proceedings. “You’re luring people out, dangling a carrot of employment authorization in exchange for putting themselves on the radar,” Schwamkrug says. “As attorneys, we’d have to lay everything out to our clients and let the clients make the choice. We can’t tell them what to do. But I personally think there’s cause for concern.”In other words, the undocumented American may rejoice, but must remain mindful that there’s no permanence to Obama’s extended hand. And in just five short months, it may be snatched away altogether.

Two of the High Court’s justices, Antonin Scalia and Ruth Bader Ginsburg, dropped hints this weekend as to what the Court might do. Between what they said, and the scuttlebutt I’ve been hearing, we can start to think about what the Court may do—and when.On Friday, Associate Justice Ruth Bader Ginsburg spoke at the annual Court review of the American Constitution Society, a group “dedicated to…countering the activist conservative legal movement.” Ginsburg said that she was quite aware of the controversy surrounding the Obamacare case. “Some have described the controversy as unprecedented and they may be right if they mean the number of press conferences, prayer circles, protests, counter protests, going on outside the court while oral argument was under way inside.”

With just two Mondays left on the U.S. Supreme Court’s calendar to announce opinions — June 18 and 25 — the five most important cases of the term all remain undecided.The club of Supreme Court devotees (OK, junkies) likes to think of the first Monday in October as opening day, and the last Monday in June as game seven of the World Series. But many years, the series is a dud. Most of the cases are technical and unexciting, they enter the casebooks with little fanfare, and the public barely notices. - Wall Street’s vote: Romney by a landslide– For three years, Wall Street’s been telling the world how much it can’t stand President Barack Obama.Now, thanks to campaign finance filings, it’s possible to put a price tag on just how much: Mitt Romney’s presidential campaign and the super PAC supporting it are outraising Obama among financial-sector donors $37.1 million to $4.8 million.
- Adelson Gives $10 Million to Pro-Romney Super PAC– Billionaire conservative casino mogul Sheldon Adelson, who helped keep Newt Gingrich’s failed presidential campaign alive during the Republican primaries, is giving $10 million to the super PAC supporting the presumptive GOP nominee, Mitt Romney, according to people with knowledge of the matter.The leader of the super PAC Restore Our Future, Carl Forti, wouldn’t confirm the donation and said his policy was to not comment on donors or potential donors. Mr. Adelson’s spokesman could not be immediately reached for comment.The $ 10 million figure appears to be the largest single donation towards Mr. Romney’s efforts so far. The independent political action committee, by law, cannot coordinate its work with the formal Romney campaign.
- Rasmussen: Romney up in Wisconsin, 47/44– Earlier today, National Journal’s Josh Kraushaar warned that Mitt Romney was poised to breach the Blue Wall — Pennsylvania, Michigan, and Wisconsin. A new Rasmussen poll of likely voters in Wisconsin corroborates Kraushaar’s analysis. Mitt Romney has moved to a narrow lead over Barack Obama in the immediate aftermath of the recall election, 47/44:The latest Rasmussen Reports statewide telephone survey of Likely Voters shows Romney with 47% of the vote to Obama’s 44%. Five percent (5%) prefer some other candidate, and four percent (4%) are undecided.Prior to this survey, Obama’s support in the state has ranged from 45% to 52%, while Romney has earned 41% to 45%. Last month, the numbers were Obama 49%, Romney 45%. The president led his likely Republican challenger by 11 points in March – 52% to 41%.Just last week Republican Governor Scott Walker won a special recall election prompted by Democrats outraged over his successful move to limit collective bargaining rights for some unionized public employees in order to reduce Wisconsin’s budget deficit.
- Poll Watch: Older Adults and Internet Use– As of April 2012, 53% of American adults age 65 and older use the internet or email. Though these adults are still less likely than all other age groups to use the internet, the latest data represent the first time that half of seniors are going online. After several years of very little growth among this group, these gains are significant.As of February 2012, one third (34%) of internet users age 65 and older use social networking sites such as Facebook, and 18% do so on a typical day. By comparison, email use continues to be the bedrock of online communications for seniors. As of August 2011, 86% of internet users age 65 and older use email, with 48% doing so on a typical day.Looking at gadget ownership, we find that a growing share of seniors own a cell phone. Some 69% of adults ages 65 and older report that they have a mobile phone, up from 57% in May 2010. Even among those currently age 76 and older, 56% report owning a cell phone of some kind, up from 47% of this generation in 2010.

- Walker Changes Attitudes on Public Employee Unions– The results are in, and Wisconsin Gov. Scott Walker has beaten Milwaukee Mayor Tom Barrett in the recall election. That’s in line with pre-election polling, though not the Election Day exit poll. Even before the results came in, we knew one thing, and that is that the Democrats and the public employee unions had already lost the battle of ideas over the issue that sparked the recall, Walker’s legislation to restrict the bargaining powers of public employee unions.That’s supported by a Marquette University poll showing 75 percent of Wisconsin voters favoring increases in public employees’ contributions for health care and pensions. It also showed 55 percent for limiting collective bargaining for public employees and only 41 percent opposed.
- Forget Wisconsin. The Unions’ Biggest Loss Was in California– Bad news for teachers and other public-sector employees: America is more than ready to cut your pensions and benefits. While most politicos had been focusing this week on the Wisconsin recall, an election 2,100 miles away in San Jose, Calif., may be a bigger harbinger of the kind of austerity voters are developing a taste for.In this city of about a million residents an hour south of San Francisco,voters on Tuesday approved arguably the country’s boldest pension cuts. San Jose’s Democratic mayor, Chuck Reed, has been grappling with ballooning pension costs that have increased from $73 million to $245 million in the last decade. Retirement costs already consume more than 20% of the city’s general fund, which helps explain why Reed was pushing San Jose to pass Measure B,which would give voters the power to approve increases in pension benefits and give the city the power to suspend automatic 3% annual raises during a fiscal crisis. The measure would also make workers contribute half the cost of their pensions; employees currently pay $3 for every $8 the city contributes, and the city is financially responsible for any shortfalls. Also included are provisions to curb the abuse of disability benefits. It’s a tough package —and will certainly be challenged in court because it changes benefits not only for future workers, something everyone agrees is legal, but for current ones as well. Nonetheless, voters passed it by a stunning margin of 69.5% in favor, 30.4% opposed. A pension reform measure also passed in San Diego.
- Romney: Obama slowed recovery to push Obamacare– In an appearance in Texas Wednesday, Mitt Romney charged that President Obama “knowingly slowed down the recovery in this country…in order to put in place Obamacare.” The president’s action, Romney said, “deserves a lot of explaining.”Speaking to an audience at USAA, an insurance and financial services company headquartered in San Antonio, Romney cited a book, “The Escape Artists: How Obama’s Team Fumbled the Recovery,” by the liberal journalist Noam Scheiber. In the book, Scheiber discussed Obama’s thinking on the question of whether, early in his term, to focus more attention on passing a national health care law or to devote more energy to bringing about economic recovery. As Scheiber put it, Obama saw health care as a bigger long-term accomplishment. “There was a strain of messianism in Barack Obama, a determination to change the course of history,” Scheiber wrote. “And it was this determination that explained his reluctance to abandon his presidential vision.” So health care it was.”I always admired the president’s courage for recognizing that fifty years from now people would remember that all Americans had health care,” former Obama economic adviser Larry Summers told Scheiber. “And even if pursuing health care affected the pace of the recovery, which was unlikely in my view, people wouldn’t remember how fast the recovery from this recession was.”
- Senator Asks DOJ to Investigate SWAT-ting Attacks on Conservative Bloggers– A number of conservative bloggers allege they have been targeted through the use of harassment tactics such as SWAT-ting (fooling 911 operators into sending emergency teams to their homes), in retaliation for posts they have written, and now Sen. Saxby Chambliss, R-Ga., has stepped into the matter. He has sent a letter to Attorney General Eric Holder urging him to investigate the SWAT-ting cases to see if federal laws have been violated.”I am writing with concern regarding recent reports that several members of the community of online political commentators have been targeted with harassing and frightening actions. Any potentially criminal action that incites fear, seeks to silence a dissenting opinion, and collaterally wastes the resources of law enforcement should be given close scrutiny at all levels,” Chambliss wrote in the letter.
- Exit poll: Wisconsin in play in November – The Wisconsin exit poll evidently reported the race for governor in the recall ballot as 50%-50%. With 92% of the vote in, the Milwaukee Journal Sentinel’s excellent website reports the score as 54%-46% Walker. Let’s say that’s the final results: only 13% of precincts from Milwaukee County and 3% of precincts from Madison’s Dane County —the Democrats’ two reservoirs of big majorities—remain uncounted. It has been emblazoned on mainstream media that the exit poll also showed Barack Obama leading Mitt Romney in the state 51%-45%. But if you think the exit poll was 4% too Democratic—and that’s in line with exit poll discrepancies with actual vote results over the last decade, as documented by the exit poll pioneer, the late Warren Mitofsky*—that result looks more like 49%-47% Romney. Or assume the remaining Milwaukee County precincts whittle Republican Governor Scott Walker’s margin over Democratic Milwaukee Mayor Tom Barrett to 53%-47%, which looks likely, the Obama-Romney numbers would look like 48%-48%
- Rendell: Wisconsin recall a ‘dumb political fight’ for labor to pick– Former Pennsylvania Gov. Ed Rendell (D) ripped the unions and activists who charged forward in trying to recall Wisconsin Gov. Scott Walker (R) on Wednesday, calling the push a political blunder.”It was a dumb political fight — I would have waited until Walker’s reelection,” Rendell told The Hill when asked if the recall push had been a mistake. The former governor and head of the Democratic National Committee pointed to exit polls that showed a number of independents and Democrats who opposed Walker’s policies nonetheless voted for him because they opposed a recall.
- Barney Frank: Dems, unions made ‘big mistake’ in pushing for Wisconsin recall– Rep. Barney Frank (D-Mass.) slammed unions and liberal activists for pushing to recall Wisconsin Gov. Scott Walker (R).”I think the people on the Democratic side made a big mistake and the funding thing was a big deal,” Frank told The Hill Wednesday afternoon, alluding to Republicans’ big cash advantage in the race. “My side picked a fight they shouldn’t have picked. - Romney narrows gender– Mitt Romney has significantly narrowed the gender gap with President Obama despite massive Democratic attacks on the GOP over a variety of issues.As recently as April, Obama led Romney by 18 percent among women voters in a USA Today/Gallup poll of 12 swing states. The huge advantage with women gave Obama an overall edge of 9 percent.Recent polls show Romney has sliced into that lead.

- In Wisconsin, the Left Picked a Fight—and Lost– It’s important to remember, as Democrats cope with their failure to topple Wisconsin Gov. Scott Walker in Tuesday’s recall, that this was a fight they chose.Unlike the vast majority of elections, which occur on a regular schedule, the recall was a fight the left picked on purpose. They picked it because they thought they could win. And they were wrong.It wasn’t even close. In the final tally, Walker led his Democratic opponent, Milwaukee Mayor Tom Barrett, by 53 percent to 46 percent.
The idea behind the recall effort was to send a message: a warning to conservatives across the country that there was a line not to be crossed when it came to messing with the hard-earned gains of public worker unions. By losing, however, the consortium of unions, progressives and Democrats that worked so ardently to send Walker packing may have sent the opposite message. If Walker can survive, what’s to stop any other right-leaning governor from pushing the envelope?
“This really is a test case. The far right made Wisconsin its petri dish,” said Robert Kraig, executive director of Citizen Action Wisconsin, a grassroots progressive group that supported the recall effort. Walker’s win, he said, will embolden the Koch brothers and other national conservative funders to get ideologically sympathetic Republicans to push their agenda across the country.

In the spirit of tell-it-like-it-is St. Vince, POLITICO offers up a guide to the top five: Democrats, President Barack Obama, public unions, conservative critics and money monks.Here’s why:
“If winning isn’t everything, why do they keep score?”
Well, politics is all about keeping score — and Democrats suffered a good old-fashioned beatdown. They invested seven months of effort, tens of millions of dollars, exhausted volunteers to collect nearly 1 million signatures. Then, they litigated an extremely divisive primary and spent millions more — all to get back to exactly where they were when they started: with Walker on top.
There’s no other way to slice it: this was a crippling blow to a party in Wisconsin that not long ago controlled both U.S. Senate seats and the governor’s mansion. Sure, Walker spent gobs of money in unique circumstances to pull it out. But the psychological blow is impossible to ignore and will certainly echo in the state’s first open U.S. Senate race in 24 years.
- Why Scott Walker won the Wisconsin recall– Wisconsin Gov. Scott Walker (R) escaped a recall effort championed by organized labor and touted by many within both parties as a preview of the fall presidential campaign in the Badger State.How much — or little — Walker’s victory tells us about the state of play heading into the fall election remains an open question that won’t be easily answerable for days or even weeks (or months).What we can answer — or come close to answering — is why Walker won. - The Wisconsin Recall Stakes – A test of whether taxpayers can control the entitlement state– A single election rarely determines a democracy’s fate, but some matter more than others. Tuesday’s recall election of Wisconsin Governor Scott Walker is one that matters a great deal because it will test whether taxpayers have any hope of controlling the entitlement state and its dominant special interests.Specifically, we will learn if a politician can dare to cross government unions and survive. Mr. Walker isn’t facing this extraordinary midterm challenge because he and a GOP legislature asked public workers to pay 12.6% of their health insurance premiums and put 5.8% of their paychecks toward their pensions. Those are small sums compared to what private employees typically pay.His political offense was daring to challenge the monopoly sway that public unions have come to hold over modern state government through collective bargaining. Public unions aren’t like private unions that negotiate labor terms with a single company or workplace. Public unions have outsize influence because they can often buy the politicians who are supposed to represent taxpayers. The unions effectively sit on both sides of the bargaining table.

The result is poised to shape the general election fight between Mr. Obama and Mitt Romney, who intends to add Wisconsin to his list of targeted states.After valiantly trying to shield its readers from Walker’s lead, The New York Times is now doing its best to spare them the full horror of what is occurring in Wisconsin. The progressive left pulled out all the stops: unions, rage, “community organizers,” demonstrations, and name calling were supposed to make Wisconsin the front line for the progressive “fightback.” In a state that hasn’t been carried by a Republican since Reagan in 1984, Democrats thought this strategy couldn’t fail.

- Should President Obama have gone to Wisconsin?– Two things are clear with 24 hours before polls open in the attempt to recall Wisconsin Gov. Scott Walker (R). First, the incumbent is a slight favorite over Milwaukee Mayor Tom Barrett (D). Second, President Obama won’t set foot in the state prior to Tuesday’s vote.The bigger question is whether those two facts are related. And the answer to that question depends on whom you ask.
- This sure isn’t the McCain campaign– But Mitt Romney isn’t John McCain, and this isn’t your grandfather’s campaign.Historians may well look back, when they dissect Mr. Romney’s landslide victory in November 2012, to last week — a week when the Republican candidate not only showed that he’s ready to mix it up in the octagon, but the Democratic incumbent looked like an overrated palooka finally matched against someone his own size.
Hard-core conservatives were horrified at the prospect of a Romney run, looking anywhere and everywhere for an alternative, even flocking to an unknown pizza baron in search of a better candidate.

The president is bracing for a difficult set of challenges, which began last week when an uptick in the unemployment rate provided a fresh reminder of the beleaguered domestic economy and the deepening financial uncertainties abroad. A Republican victory here could set off a wave of adjustments in the lineup of swing states. Even before the outcome of Tuesday’s vote is known, Democrats are warning that Wisconsin is far from a surefire win in November.
- If Walker Wins, What Are the Lessons? – It looks as if Governor Scott Walker will survive Tuesday’s recall vote. The Real Clear Politics average of recent polls has him leading Milwaukee’s Democratic mayor Tom Barrett by 6.6 points. As of late Sunday, the betting site Intrade was predicting that Walker has a 94.5 percent chance of becoming the victor. Even Ed Rendell, the former Pennsylvania governor and chairman of the Democratic National Committee, is now saying the recall wasn’t smart. “Don’t get an election that’s divisive, that may have an influence on the presidential election,” he told MSNBC last week. “We made a mistake doing that.”
- Obama’s 2008 Donors Don’t Give In 2012 – In 2008, more than 550,000 gave more than $200 to Barack Obama, entering their names in the longest list of individual donors ever seen in American politics. That list was a snapshot of the hope Obama inspired in a cross sections of liberals, young professionals, African-Americans, and Democrats who saw in him a generational and historic moment. But now, as Obama struggles to keep pace with his 2008 fundraising clip, that list offers a cross-section of Democratic disappointment and alienation. According to a BuzzFeed analysis of campaign finance data, 88% of the people who gave $200 or more in 2008 — 537,806 people — have not yet given that sum this year. And this drop-off isn’t simply an artifact of timing. A full 87% of the people who gave $200 — the sum that triggers an itemized report to the Federal Elections Commission —through April of 2008, 182,078 people, had not contributed by the end of last month.
- WITH Recall poll watch: Scott Walker leads by 3 points– PPP’s final poll on the Wisconsin recall finds Scott Walker ahead, but also a race that’s tightening. Walker leads Tom Barrett 50-47. That’s down from 50-45 on a PPP poll conducted three weeks ago and it’s also down from a 52-45 lead that Walker posted in a Marquette Law poll released last week.Barrett is actually winning independent voters by a 48-46 margin. The reason he continues to trail overall is that Republicans are more excited about voting in Tuesday’s election than Democrats are. Our projected electorate voted for Barack Obama by only 7 points, even though he took the state by 14 in 2008. If the folks who turn out on Tuesday actually matched the 2008 electorate, Barrett would be ahead of Walker by a 50-49 margin. It’s cliche but this is a race that really is going to completely come down to turnout.
Walker has a 51/47 approval rating. He’s up with men (55-42), whites (52-46), seniors (58-39), and especially voters in the Milwaukee suburbs (70/29).
