    john McCain Watch: The Santa Barbara Energy Efficiency and Conservation Discussion Part 3

    Earlier today (9 AM PDT) Senator and presumptive GOP nominee for President John McCain was joined by California Governor Arnold Schwarzenegger for a discussion of energy efficiency and conservation at the Santa Barbara Museum of Natural History.

    John McCain read from a prepared text to lead off the discussion with the other panelists. Team McCain had issued an earlier press release on his remarks.

    John McCain Believes That Conservation And Clean Energy Will Result In A Cleaner Environment And A Secure Energy Future. John McCain believes in common-sense conservation which means that it is not always a matter of making due with less energy but using energy in smarter ways. Business owners who invest in green buildings can substantially cut their energy costs and homeowners can save hundreds or even thousands of dollars a year through conservation. Clean energy in the form of nuclear, clean coal, wind, solar and hydro-electric will provide us green and renewable energy.

    The Evidence Of Climate Change Is Compelling And Demands Our Urgent Attention:

    Scientific Data Indicates That Climate Change Is Real. Fossil fuel emissions retain heat within our atmosphere, resulting in disastrous changes in our climate. The effects of climate change include: the shrinking of glaciers, Antarctic ice shelves and polar ice sheets; reduced snowpack, with earlier runoffs in the Pacific Northwest and elsewhere; and in the frozen wilds of Alaska, the Arctic, Antarctic, and elsewhere, wildlife biologists have noted sudden changes in animal migration patterns, a loss of their habitat, and a rise in sea levels. Carbon emissions contribute to climate change and their reduction is essential.

    John McCain Proposes A Cap-And-Trade System That Would Set Limits On Greenhouse Gas Emissions While Encouraging The Development Of Low-Cost Compliance Options. A climate cap-and-trade mechanism would set a limit on greenhouse gas emissions and allow entities to buy and sell rights to emit, similar to the successful acid rain trading program of the early 1990s. The key feature of this mechanism is that it allows the market to decide and encourage the lowest-cost compliance options.

    How Does A Cap-And-Trade System Work? A cap-and-trade system harnesses human ingenuity in the pursuit of alternatives to carbon-based fuels. Market participants are allotted total permits equal to the cap on greenhouse gas emissions. If they can invent, improve, or acquire a way to reduce their emissions, they can sell their extra permits for cash. The profit motive will coordinate the efforts of venture capitalists, corporate planners, entrepreneurs, and environmentalists on the common motive of reducing emissions.

    Greenhouse Gas Emission Targets And Timetables:

    · 2012: Return Emissions To 2005 Levels (18 Percent Above 1990 Levels)

    · 2020: Return Emissions To 1990 Levels (15 Percent Below 2005 Levels)

    · 2030: 22 Percent Below 1990 Levels (34 Percent Below 2005 Levels)

    · 2050: 60 Percent Below 1990 Levels (66 Percent Below 2005 Levels)

    The Cap-And-Trade System Would Allow For The Gradual Reduction Of Emissions. The cap-and-trade system would encompass electric power, transportation fuels, commercial business, and industrial business — sectors responsible for just under 90 percent of all emissions. Small businesses would be exempt. Initially, participants would be allowed to either make their own GHG reductions or purchase “offsets” — financial instruments representing a reduction, avoidance, or sequestration of greenhouse gas emissions practiced by other activities, such as agriculture — to cover 100 percent of their required reductions. Offsets would only be available through a program dedicated to ensure that all offset GHG emission reductions are real, measured and verifiable. The fraction of GHG emission reductions permitted via offsets would decline over time.

    · Barack Obama’s Cap-And-Trade Plan Lacks The Balance To Be Successful. His first year in Congress, Barack Obama supported John McCain’s 2005 cap-and-trade proposal. However, as a presidential candidate, Barack Obama has outlined his own cap-and-trade proposal that requires a drastic reduction in emissions without any mechanisms for an easy economic transition. This could result in a shock to the economy with potentially higher energy prices or the need to shutter existing coal electricity facilities.

    In Becoming Energy Independent, The Government Must Lead By Setting The Right Example In Its Own Use Of Fossil Fuels:

    John McCain Will Make Greening The Federal Government A Priority Of His Administration. The federal government is the largest electricity consumer on earth and occupies 3.3 billion square feet of space worldwide. It provides an enormous opportunity to lead by example. By applying a higher efficiency standard to new buildings leased or purchased or retrofitting existing buildings, we can save taxpayers money in energy costs, and move the construction market in the direction of green technology.

    John McCain Will Reduce Emissions From Transportation And Electricity Production:

    John McCain’s Clean Car Challenge. John McCain will issue a Clean Car Challenge to the automakers of America, in the form of a single and substantial tax credit for the consumer based on the reduction of carbon emissions. John McCain will commit up to a $5,000 tax credit for each and every customer who buys that car, encouraging automakers to be first on the market with these cars in order to capitalize on the consumer incentives. For other vehicles, whatever type they may be, the credit is determined on a sliding scale — the lower the carbon emissions, the higher the tax credit.

    John McCain Will Propose A $300 Million Prize To Improve Battery Technology For Full Commercial Development Of Plug-In Hybrid And Fully Electric Automobiles. A $300 million prize should be awarded for the development of a battery package that has the size, capacity, cost and power to leapfrog the commercially available plug-in hybrids or electric cars. That battery should deliver a power source at 30 percent of the current costs. At $300 million, the prize is one dollar for every man, woman and child in this country — and a small price to pay for breaking our dependence on oil.

    John McCain Will Commit $2 Billion Annually For 15 Years To Advance Our Clean Coal Technologies. Some believe that market viable clean coal technologies could be over 15 years away. John McCain believes that this is too long to wait and we need to commit significant federal resources to the science, research, development, and deployment of this critical technology. Once commercialized, the U.S. can then export these technologies to countries like China that are committed to using their own vast resources of coal.

    Nuclear Power Is A Proven, Safe, Zero-Emission Source Of Energy And It Is Time For The U.S. To Recommit To Advancing Our Use Of Nuclear Power. The U.S. has not started construction on a new nuclear power plant in over 30 years. Currently, nuclear power provides 20 percent of our overall energy portfolio. It is also important to be able to build the components for these plants and reactors within the United States so that we are not dependent on foreign suppliers with long wait times to move forward with our nuclear plans.

    John McCain Will Encourage The Market For Alternative, Low Carbon Fuels Such As Wind, Hydro And Solar Power. According to the Department of Energy, wind could provide as much as one-fifth of electricity by 2030. The U.S. solar energy industry continued its double-digit annual growth rate in 2006. To develop these and other sources of renewable energy will require that we rationalize the current patchwork of temporary tax credits that provide commercial feasibility. John McCain believes in an even-handed system of tax credits that will remain in place until the market transforms sufficiently to the point where renewable energy no longer merits the taxpayers’ dollars.

    John McCain Will Move The United States Toward Electricity Grid And Metering Improvements To Save Energy. John McCain will work to reduce red tape to allow a serious investment to upgrade our national grid to meet the demands of the 21st century — which will include a capacity to charge the electric cars that will one day fill the roads and highways of America. And to save both money and electrical power for our people and businesses, we will also need to deploy SmartMeter technologies. These new meters give customers a more precise picture of their overall energy consumption, and over time will encourage a more cost-efficient use of power.


    After the statements were read a round-table discussion between the participants followed.

    Inside, during a round-table discussion, McCain heard complaints from a panelist, Michael Feeney, executive director of the Land Trust for Santa Barbara County. Feeney did not specifically mention McCain, who will face Democrat Barack Obama in the November presidential election.

    Santa Barbara was the site of a major oil spill in 1969.

    “It makes me nervous to think about those who are proposing to drain America’s offshore oil and gas reserves as quickly as possible in hopes of driving down the price of gasoline,” Feeney said.

    Feeney also said he opposed McCain’s plan to jump-start the building of new nuclear reactor plants for meeting America’s rising energy demands.

    Obama, too, criticized McCain’s proposal to encourage the building of 45 new nuclear reactors by 2030. He said it lacked a plan for waste storage and was among several energy-strategy ideas that Obama said were “not serious energy policies.”

    Obama spoke in Nevada, a state where proposals to build a nuclear waste disposal site at Yucca Mountain have generated strong opposition. He also took aim at McCain’s plan to allow more offshore U.S. oil drilling.

    “It doesn’t make sense for America,” the Illinois senator said. “In fact, it makes about as much sense as his proposal to build 45 new nuclear reactors without a plan to store the waste some place other than right here at Yucca Mountain.”

    “EUROPEANS ARE DOING IT”

    McCain contested Feeney’s remarks on nuclear plants.

    “The technology is there. The Europeans are doing it. It’s safe,” McCain said.

    In his prepared speech opening the discussion, McCain did not list offshore drilling but did cite the need for more domestic energy production.

    “When people are hurting, and struggling to afford gasoline, food, and other necessities, common sense requires that we draw upon America’s own vast reserves of oil and natural gas,” he said.

    California Governor Arnold Schwarzenegger who has made it quite clear that he does NOT favor off-shore oil exploration and development sat silently as McCain answered Feeney.

    Dean Matt Tirrell from the University of California at Santa Barbara College of Engineering and Founder of the Insitute of Energy Efficiency proceeded on a more optimistic course supporting the improvement of technology.

    Former CIA Director James Woolsey discussed the impact of new energy producing technology using solar, wind, geothermal and ocean waves.

    The round-table ended promptly after an hour and no questions were entertained from the audience. This actually surprised me since microphones were placed at the begiining of the seesion but were quietly removed during the opening statements. No explanations were given.

    After a brief circulation through the crowd the Senator left along with Governor Schwarzenegger.

    Fancy that…Barack Obama has FINALLY asked his donors to help Hillary and Bill Clinton retire their “personal” campaign debt to election consultants and vendors.

    ABC News has learned that on a conference call with his national finance team this afternoon, Sen. Barack Obama, D-Illinois, asked his top contributors to help Sen. Hillary Clinton, D-NY, retire her more than $10 million in outstanding vendor debt. He did not specify an amount.

    Next, Bill Clinton says he will do whatever he can to help Obama become President. But, he said it through a spokesman.

    Former President Clinton said through a spokesman Tuesday that he is committed to helping Barack Obama become president, his first comments in support of his wife’s former rival since their primary ended three weeks ago.

    “President Clinton is obviously committed to doing whatever he can and is asked to do to ensure Senator Obama is the next president of the United States,” McKenna said.

    It’s not clear what Obama might ask him to do. The campaign wasn’t specific when asked.

    Flap supposes the final “DEAL” on the $10 million that the Clinton’s personally owe to consultants and vendors has NOT been consummated. When it is, then Bill MAY change his tune if Obama EVEN wants his support.

    Earlier today (9 AM PDT) Senator and presumptive GOP nominee for President John McCain was joined by California Governor Arnold Schwarzenegger for a discussion of energy efficiency and conservation at the Santa Barbara Museum of Natural History.

    The check-in for the event was early. The drive up the coast to Santa Barbara from Thousand Oaks was surprisingly easy and traffic free.

    The McCain campaign staff made check-in easy and accommodated the press unlike any GOP event Flap has ever attended.

    Alaska Governor Sarah Palin has sent a letter to Congress asking them to open a small portion of the Arctic National Wildlife Reserve (ANWR) to oil and gas development.

    In a letter addressed to Senate Majority Leader Harry Reid and key members of Congress, Governor Palin stressed the need to enact an energy policy that includes oil and gas production from domestic sources, since failure to enact a sound energy policy is having real-life consequences. The Governor reminded members of Congress that the footprint of development would be less than 2,000 acres. She also assured members that any development would be conducted in a responsible and environmentally safe manner.

    Damn, a conservative GOP leader who understands that oil and gas must be produced domestically to reduce our dependence on foreign sources.

    A Vice President Sarah Palin would put your administration more in line with the Congressional GOP on oil exploration. How about modifying your stance on ANWR and then choose Palin as your VP?

    John McCain Watch: The Fresno Town Hall

    John McCain’s prepared remarks at Fresno Town Hall:

    Thank you all very much. I appreciate the kind introduction from Jim Woolsey, and the warm welcome to Fresno State. I’m here to listen about energy issues as well as to talk. So let me just offer a few ideas before we begin our discussion.

    All across this state and nation, people are hurting because the price of gasoline is higher than it should be, and more than many folks can afford. Because of far-off events in the world oil market, a barrel of oil has more than doubled in a year. And the bad effects of that are spreading across our economy. The cost of business is rising, the cost of food and other essentials is rising, the whole cost of living is rising. What isn’t rising is the value of your paychecks and the rate of America’s economic growth. Back in the 1970’s, they used to call this “stagflation.” And it feels the same today, because the unwise policies of our government have left America’s energy future in the control of others.

    America imports about one third of its oil from Canada and Mexico and no one need worry about a reliance on friendly, stable neighbors, and partners in NAFTA. The Middle East and Venezuela are a different story. We import roughly a quarter of our oil from them, and they have a disproportionate impact on world prices. When we buy foreign oil from these and other sources, there are many consequences — all of them far-reaching and none of them good. Worst of all, by relying on foreign oil, we enrich bad actors in the world, some of whom finance terrorists.

    Some in Washington seem to think that we can still persuade OPEC to lower prices — as if reason or cajolery had never been tried before. Others have even suggested suing OPEC — as if we can litigate our way to energy security. But America is not going to meet this great challenge as a supplicant or a plaintiff. We are not going to meet it with words at all — we are going to meet it with action. We’re going to produce more, conserve more, and invent more. And to a large extent, this strategy hinges on innovations in the cars and trucks we drive.

    Ninety-seven percent of transportation in America runs on oil. And of all that oil, about 60 percent is used in cars and trucks. Yet the CAFE standards we apply to automakers — to increase the fuel efficiency of their cars — are lightly enforced by a small fine. The result is that some companies don’t even bother to observe CAFE standards. Instead they just write a check to the government and pass the cost along to you. Higher end auto companies like BMW, Porsche, and Mercedes employ some of the best engineering talent in the world. But that talent isn’t put to the job of fuel efficiency, when the penalties are too small to encourage innovation. CAFE standards should serve large national goals in energy independence, not the purpose of small-time revenue collection.

    Innovation in the use of alternative fuels in transportation presents the greatest opportunity for energy independence. At the moment, entrepreneurs and engineers are trying to figure out which among the various alternatives to oil works best. Alcohol-based fuels are the farthest along in both development and commercial use. Some, such as ethanol, are on the market now, and new sources of ethanol are on the horizon that will not require the use of so much cropland. Corn-based ethanol, thanks to the money and influence of lobbyists, has been a case study in the law of unintended consequences. Our government pays to subsidize corn-based ethanol even as it collects tariffs that prevent consumers from benefiting from other kinds of ethanol, such as sugarcane-based ethanol from Brazil. The result is that Americans take the financial hit coming and going. As taxpayers, we foot the bill for the enormous subsides paid to corn produ cers. And as consumers, we pay extra at the pump because of government barriers to cheaper products from abroad.

    Here’s a better way. Instead of playing favorites, our government should level the playing field for all alcohol fuels that break the monopoly of gasoline, lowering both gasoline prices and carbon emissions. And this can be done with a simple federal standard to hasten the conversion of all new vehicles in America to flex-fuel technology — allowing drivers to use alcohol fuels instead of gas in their cars. Brazil went from about five to over 70 percent of all new vehicles with flex-fuel capacity. It did all that in just three years. Yet those same automakers that helped Brazil make the change say it will take them longer to reach the goal of 50 percent new flex-fuel vehicles for America. But I am confident they can do more, and do it faster, in the interest of our energy security. And if I am elected president, they will. Whether it takes a meeting with automakers during my first month in office, or my signature on an act of Congress, we will meet the goal of a swift conversion of American vehicles away from oil.

    At the same time, smart policy can also help to broaden the market for energy-efficient cars. Right now we have a hodgepodge of incentives for the purchase of fuel-efficient cars. Different hybrids and natural-gas cars carry different incentives, ranging from a few hundreds dollars to four grand. They’re the handiwork of lobbyists, with all the inconsistency and irrationality that involves.

    My administration will issue a Clean Car Challenge to the automakers of America, in the form of a single and substantial tax credit based on the reduction of carbon emissions. For every automaker who can sell a zero-emissions car, we will commit a 5,000 dollar tax credit for each and every customer who buys that car. For other vehicles, whatever type they may be, the lower the carbon emissions, the higher the tax credit. And these large tax credits will be available to everyone — not just to those who have an accountant to explain it to them.

    Furthermore, in the quest for alternatives to oil, our government has thrown around enough money subsidizing special interests and excusing failure. From now on, we will encourage heroic efforts in engineering, and we will reward the greatest success.

    I further propose we inspire the ingenuity and resolve of the American people by offering a $300 million prize for the development of a battery package that has the size, capacity, cost and power to leapfrog the commercially available plug-in hybrids or electric cars. This is one dollar for every man, woman and child in the U.S. — a small price to pay for helping to break the back of our oil dependency — and should deliver a power source at 30 percent of the current costs.

    My friends, energy security is the great national challenge of our time. And rising to this challenge will take all of the vision, creativity, and resolve of which we are capable. The good news is, these qualities have never been in short supply. We are the country of Edison, Fulton, and two brothers named Wright. It was American ingenuity that took three brave men to the moon and brought them back. Think of all the highest scientific endeavors of our age — the invention of the silicon chip, the creation of the Internet, the mapping of the human genome. In so many cases, you can draw a straight line back to American inventors, and often to the foresighted aid of the United States government.

    For all the troubles and dangers our energy vulnerability presents, we know that we can overcome them, because we have overcome far worse problems and met far greater goals. Together, we Americans can achieve anything we set our minds to. I believe this about our country. I know this about our country. And now it is time to show those qualities once again.

    In an unbelievable display of racial politics, Barack Obama, the post-racial Democrat candidate for President has played the race card.

    Democratic presidential contender Barack Obama said on Friday he expects Republicans to highlight the fact that he is black as part of an effort to make voters afraid of him.

    “It is going to be very difficult for Republicans to run on their stewardship of the economy or their outstanding foreign policy,” Obama told a fundraiser in Jacksonville, Florida. “We know what kind of campaign they’re going to run. They’re going to try to make you afraid.

    “They’re going to try to make you afraid of me. He’s young and inexperienced and he’s got a funny name. And did I mention he’s black?”

    He said he was also set for Republicans to say “he’s got a feisty wife,” in trying to attack his wife Michelle.

    “We know the strategy because they’ve already shown their cards. Ultimately I think the American people recognize that old stuff hasn’t moved us forward. That old stuff just divides us,” he said.

    Is Obama out of his mind to think this will play in America today?

    • Here is a candidate that used race to defeat Hillary Clinton in “red states” where African American voters dominate the Democrat Party.

    • Here is a candidate who actively registers African American voters ONLY at the Los Angeles Revlon Cancer walk.

    • Here is a candidate whose first national television ad portrays himself as half black and half white from Kansas – so he is “one of us.”

    It is Obama and the Democrat Party that has used race and Obama’s blackness to their political advantage.

    Now, with this said, the GOP in order to defeat him will do so by not demonizing him but contrasting on how wrong Obama is on the issues.

    By the way, Obama IS inexperienced.
